replacement of windows on the north, east and south side, replacement of
doors on north, east and south side, increase the size of deck east and
south side, and replace existing deck on north side, replace siding on west
side and install new metal roof for the property located at 714 East
Mendenhall Street in Bozeman's Neighborhood Conservation Overlay
District.
Dear Diane and Vicki,
Congratulations! Your request for a Certificate of Appropriateness for your project at 714
East Mendenhall has been conditionally approved. The Administrative Design Review
(A-DR) staff has reviewed your application against the Bozeman Zoning Ordinance, and
also has reviewed it for architectural appropriateness with the site and compatibility with
the surrounding historic neighborhood. This approval is subject to the conditions included
in this letter.
Please read this letter carefully, including the paragraphs at the end, so you understand
what is required of you and what the procedures are following this approval. You may
now need to submit your building permit application for any modifications that are
required. Please call 582-2375 to determine if this is necessary.
Please be aware that COA approval is valid for one calendar year. The COA
certificate and a notice are enclosed. The pink notice must be displayed in a
conspicuous location on the site while the work is underway and after you obtain the
needed building permits from the Building Department.
The Secretary of the Interior's Standards for Rehabilitation, which guide projects in
Bozeman's Historic Districts note that windows can be a character-defining feature of a
building, and that "as one of the few parts of a building serving as both an interior and
xtenor feature, windows are nearly always an important part of a historic building." (30)
The Standards also note that "The historic character of a property shall be retained and
preserved. The removal of historic materials or alterations of features and spaces that
characterize a property shall be avoided" (vii)
The proposal you have submitted does change the exterior characteristics of the building,
however ADR staff believe that the proposed modifications are in keeping with the Sense
of Place of the structure. They are an enhancement to the building with retaining it
overall character.
Given the general compatibility of this project with the Standards, six (6) conditions have
been placed on this project's approval. These conditions reflect the proposal as submitted
by the applicant.
1. For all new windows, non-reflective exterior window cladding shall be used,
windows will be 4/4 double hung or have the appearance of double hung.
2. New stairs, railings and decks will have a design and use materials that are in
keeping with the overall character of the building.
3. Window trim and siding shall match or be compatible with the existing building.
4. Roofing color shall be compatible with the building. Staff requires a color sample
for final approval prior to installation.
5. If necessary, the applicant shall obtain a building and/or,demo permit within one
year of Certificate of Appropriateness approval or this approval shall become null
and void. Please call 582-2375 to determine if this is necessary.
6. This project shall be constructed as approved and conditioned in the Certificate of
Appropriateness application. Any modifications to the submitted and approved
drawings shall invalidate the project's approval, unless the applicant submits the
proposed modifications for review and approval by the Planning Office prior to
undertaking said modifications, as-required by Section 18.62.040 of the Bozeman
Zoning Ordinance.
You may appeal this decision to the City Commission by filing an intent to appeal by
noon, on the Tuesday following this decision (July28, 2003) and filing a documented
appeal by 5 p.m., seven days following this decision(July 31, 2003).
Please be informed that ANY exterior changes to the site not specifically approved in this
COA/ADR application will need to be reviewed by the Planning Office. The only
exceptions to this law are painting and repair. Moreover, any additional structural
changes must receive approval through an application. Building permits might be needed
as well. Please check with the Building Department with respect to this matter.
