I am asking this because the language in the meeting agenda is not clear (asfollows): "Presentation by Bozeman Hotel MM/LLC and Left Lane Development for the Construction of a Parking Facility at the Bozeman Public Library, Discussion of ProposedMemorandum of Understanding, and Direction to Staff on Whether to Commence Discussion with Developer on the Proposed Parking Facility." Specifically, the publicneeds to know what the phrase "...Direction to Staff on Whether to Commence Discussion with Developer on the Proposed Parking Facility" means. Second, (omitting the public for the moment) please clarify who is allowed to engage indiscussion and vote on motions. Specifically, are the five LBOT members the only ones allowed to engage in discussion and vote on motions, or can you and Deputy Mayor Cunningham also engage in discussion and vote on motions? Also, are motions passed or failed by majority or supermajority? Third, please clarify at what point in the Nov 15 meeting the public will be allowed to comment. Specifically, will public comment be taken before or after the presentation by the proposed developers? Fourth, and most important, please clarify the decision-making authority of the LBOT. Specifically, will the vote(s) taken by the LBOT on Nov 15 be final in that they cannot be challenged by City Staff (including Planning and Legal) or by the City Commission. Or, will the vote(s) taken by the LBOT on Nov 15 simply be recommendations to City Staff (including Planning and Legal) and the City Commission? I would appreciate your reply by noon Monday, Nov 13, 2023, so that I can prepare my oral comments in time for the Nov 15 meeting. I would also suggest the LBOT/City make these clarifications known to the wider public via, e.g., local news media and local social media, by noon on Nov 13 so that all of us (public and LBOT/City) understand the process to be followed before we arrive at the Nov 15 meeting.
