A suggestion:
Why don't the commission adapt a policy for those wanting to 'urban
camp' in Bozeman to wit:
Sign them ALL up with a monthly, even multiple months a renewable
parking permit that requires the user to renew each month - or more -
or leave/move/etc.
That way the city could recoup some of the costs of dealing with the
waste, crime, drugs etc that it is now responsible for
cleaning up and policing these individuals. Require them to display said
permit so it would be easily checked and verified .
I'm sure the price structure and maintenance could be accomodated into
current tax/payment structure that already exists.
