Dear Commission, You made a drastic change in the Urban Camping ordinance AFTER the comment period had ended. That did notallow people to comment on proposed changes or get staff’s opinion on how it would effect their work. Please re-open it for comments. I am very concerned that a 30 day stay does not allow for how trash and sewage will be handled. It also does not address how City staff will identify who meets the guidelines for being able to camp or how it willbe enforced. I would like to see permits be issued in a similar way that I.D.'s have to be issued for the homeless to vote or registertheir vehicles. HRDC might be able to help with that since they already send letters to help people obtain licenses orvoting rights. Part of the permit process would be the camper declaring how they will dispose of sewage or trash -especially if their only transportation to and from the camp is a bike or their camp is not easily moveable.
