I urge you to take this ordinance off the consent docket and work further on it to make it
acceptable to the citizens of this community.
The ordinance, as it stands, in fact makes the situation concerning urban camping worse than itis now. It actually permits virtually anyone to squat on public lands and rights of way
indefinitely. I would recommend setting it aside until some research on who and what we aredealing with can be completed - not by social workers. I really doubt that the legislature
intended for blanket permission to be given to vagrants and others to settle on and trash thestreets of our communities.
Why in the world would you remove "involuntary" homelessness from the ordinance? Why in
the world would you remove a limit on noise? Why would you remove a reasonable fine forbreaking the law and substitute an essentially non-existent response? Why don't we simply
enforce the current 72 hour rule that pertains to everyone?
