STRATEGIC PLAN:4.5 Housing and Transportation Choices: Vigorously encourage, through a
wide variety of actions, the development of sustainable and lasting housing
options for underserved individuals and families and improve mobility
options that accommodate all travel modes.
BACKGROUND:Staff and consultants from Walker Consultants will present an outline for the
process to develop the City's Strategic Parking Management Plan. The
consultant will highlight data collection efforts, community engagement
goals, and future opportunities for the Board and the City Commission to
weigh in.

RECOMMENDATION:I move to approve Resolution 2023-04 A Resolution of the Transportation
Advisory Board Acting as the Parking Commission of the City of Bozeman,
Montana to Repeal Parking Commission Resolution 2010-01 A Policy for the
Loss of Public Parking.
Amendment suggestion based on work session: I move to amend Resolution
2023-04 to strike everything after Now Therefore, Be It Resolved and
replacing it with "that the Transportation Advisory Board acting as the
parking Commission amends Resolution 2010-01 to allow for the net loss of
up to fifty parking spaces in the downtown core on a temporary basis and up
to thirty parking spaces in the downtown core on a permanent basis."
STRATEGIC PLAN:4.4 Vibrant Downtown, Districts & Centers: Promote a healthy, vibrant
Downtown, Midtown, and other commercial districts and neighborhood
centers – including higher densities and intensification of use in these key
areas.
BACKGROUND:The Transportation Advisory Board held a work session in August 2023 to
discuss Resolution 2010-01 A Policy for the Loss of Public Parking. During the
conversation, several board members expressed interest in either modifying
or repealing the policy due to its confusing nature and its outdated
guidance. Staff has prepared a resolution repealing Resolution 2010-01 and
provided language for an amendment to the original resolution.
UNRESOLVED ISSUES:No unresolved issues regarding the current resolution repeal, the Board may
choose to consider a new policy in the future to replace it.

A RESOLUTION OF THE TRANSPORTATION ADVISORY BOARD ACTING AS THE PARKING
COMMISSION OF THE CITY OF BOZEMAN, MONTANA, TO REPEAL PARKING COMMISSION
RESOLUTION 2010-01 A POLICY FOR THE LOSS OF PUBLIC PARKING
WHEREAS, the City of Bozeman has granted the Transportation Advisory Board acting as
the Parking Commission authority to regulate parking in both on-street and off-street facilities
under its jurisdiction (MCA7-14-4622); and,
WHEREAS, Bozeman Parking Services and the Transportation Advisory Board acting as the
Parking Commission has the stated goal of aiming to improve the parking experience and ensure
the highest and best use of our parking assets: and,
WHEREAS, in Resolution 2010-01 has created confusion in the management of our
parking assets in the downtown core and limited staff’s ability to manage the parking supply:
and,
WHEREAS, during the August 23, 2023 meeting, the Transportation Advisory Board held
a work session on the no net loss of parking spaces resolution and indicated a desire to provide
greater flexibility to staff in the management of parking supply;
NOW THEREFORE, BE IT RESOLVED that the Transportation Advisory Board acting as the
Parking Commission repeals Resolution 2010-01 A Policy for Loss of Public Parking in its entirety
and requests City staff to update the Transportation Advisory Board about any projects that
would impact the parking supply for automotive vehicles available in downtown Bozeman.
Passed and adopted by the Transportation Advisory Board acting as the Parking Commission for
the City of Bozeman, Montana, at a session held on the 25th day of October 2023.

WHEREAS, pursuanttocityResolution3803, theBozemanParkingCommissionhas
jurisdiction over threeparking districts: thedowntown B-3Zoning District, theMontana State
University Residential Parking District, andtheBozeman High School Residential Parking
District; and
WHEREAS, Sect. 7-14-4622(7), MCA, authorizestheBozemanParkingCommission,
havingbeenvestedtheauthoritybytheBozemanCityCommission, to "regulateon-street
parkingwhenitremainsinuse, incoordinationwithoff-streetparking, subjecttotraffic
regulations imposed bythestate;" and
WHEREAS, Sect. 7-14-4628, MCA, authorizestheBozemanParkingCommissionto
issueregulationsforon-streetparkingrelatedtothedetermination ofparkinglocations, variable
parking durations, variableparking rateschedules, andenforcement policiesandprocedures; and
NOW, THEREFORE, BEITRESOLVED thattheParkingCommission oftheCityof
Bozeman, Montana, createsthispolicyforlossofpublicparking.

TheBozeman Parking Commission supports downtown development projects that bring vitality
andenergytoitsparkingdistricts. TheParkingCommissionsupportsprojectsthatareconsistent
withtheguidelinesoftheDowntown ImprovementPlanandconstituteasignificanteconomic
benefitforthedowntownarea. Suchprojectsmustnotsignificantlydiminishtheparking
capacity, negatively impact theParking Commission budget, orcompromise public safety.
TheBozeman Parking Commission operates Bridger Park Downtown and foursurface lots, allof
which offer available sources ofparking within the downtown core. Theavailability ofpublic
parking enables theParking Commission toconsider innovative and exciting new projects,
includingonesthatrequireaconversionofpublicparkingspacestosomeotheruse, specifically
ifthe project iswithin close proximity toaparking facility. Itiswidely accepted that people are
willing topark atleast200 feet fromtheir destination.
Asaresult, ifadowntownprojectwithinacertaindistanceoftheBridgerPark .Downtown or
public lotcalls for theelimination ofpublic parking spaces, theParking Commission may not
view itasdetrimental toitstotalinventory.
TheParking Commission would consider supporting aprivate project thatcallsforthe
elimination ofpublic parking spaces inthedowntown district under thefollowing conditions:
Thelost spaces areintheB3Corewhich extends from Rouse Avenue toGrand Avenue
between the alleys ahalfblock north andsouth ofMain Street.
Thelostspaces are within 200 feetofanentrance toapublic parking facility (Bridger
Parkdowntownoroneofthefoursurfacelots). Theavailabilityofapublicparking
facilitynearbywillreduce theimpactonsurrounding businesses intheareaofthelost
spaces. ThiscriterionwillallowforlossesofparkingoutsidetheB3Corebutstillin
closeproximitytoapublicparkingfacility.
o The Parking Commission recommends minimum compensation totheParking
Commission forthe lost spaces either inanupfront, one-time payment of $5,000 per
spaceorbyaleaseof $50perspacepermonthfor10years, whichequatesto $6,000per
space. Inseeking thiscompensation, theParkingCommission acknowledges: 1) thecost
toconstruct structured parking isinexcess of $20,000 perspace; 2) thecost toconstruct
surface parking cancostasmuch as $10,000 per space; and 3) thevalue ofadowntown
parkingspaceintermsofretailsalesisestimatedtobebetween $40,000and $70,000
annually. AtthesametimetheParkingCommissionacknowledgesthattheconversion or
lossofpublicparkingforeconomicdevelopmentyieldsinherentvaluetothedowntown
district. TheParking Commission acknowledges thataproject thateliminates on-street
parkingmayyieldgreaterpublicgoodandthatchargingmarketreplacementcostswould
beafinancial disincentive toproperty owners and the development comrnunity.
TheParking Commission willlimitthenumber oflostparking spaces inthedefined area
toten. TheParking Commission recommends thatacapbesetoftenlostspaces within
thedefinedarea. TheParkingCommission furtherrecommendsthatthislimitoftenlost
spacesbemaintaineduntilaparkingstudycanbeconductedtodeterminedowntown's

inventoryandusagepatterns. Duetoafiniteamountofon-streetparkingintheB3Core,
theParkingCommissionmustensureitsinventoryisnotnegativelycompromised,
These aretherecommendations of the Bozeman Parking Commission astheadvisory board
charged withmanaging thedowntown parking district. TheParking Commission recognizes that
theCityCommissionwillmakethefinaldeterminationregardingthelossofpublicparking
spaces and thecriteria allowing anysuchloss andthefinancial requirements ofany such loss.

RECOMMENDATION:I move to appoint Board Member "INSERT NAME" to the Administrative
Review Board.
STRATEGIC PLAN:7.5. Funding and Delivery of City Services: Use equitable and sustainable
sources of funding for appropriate City services, and deliver them in a lean
and efficient manner.
BACKGROUND:The Administrative Review Board is a subset of the Parking Commission
(Transportation Advisory Board) that reviews appeals from violators of
citations. Appeal of these citations have already been denied by City Staff.
The Administrative Review Board is the last opportunity for review of a
citation before the appellant would have to appear in municipal code to
contest the citation. The vacancy has existed since Board Member Deejay
Newell resigned.

RECOMMENDATION:Provide policy-level recommendation to Commission regarding capital
funding priorities.
STRATEGIC PLAN:2.2 Infrastructure Investments: Strategically invest in infrastructure as a
mechanism to encourage economic development.
BACKGROUND:The city of Bozeman is required by charter to maintain an annual 5-yr Capital
Improvement Plan (CIP). The CIP selects projects out of the Transportation
Master Plan (TMP) and proposes timing of project implementation over a
running five-year period. This plan is required to be fiscally balanced.
Staff will present an overview of the capital planning process including
schedule and opportunities for board and public comment on the CIP.
Funding levels, types, and available uses will also be presented. Staff will
then provide a proposed list of projects by transportation fund.
Changes from the FY24-28 CIP are a result of continued cost escalation that
has far outpaced available revenue. Staff proposes to consolidate scheduled
projects with a focus on multimodal corridors and reallocating funds to
increase in-house capacity.
Anticipated FY25-29 corridor projects include:
Kagy - S 19th to Willson
Fowler - Huffine to Oak
Babcock - 11th to 19th
N 27th - Baxter to Cattail
Stucky - Fowler to S 19th
College - 8th to 19th
The Board will be asked to provide input on these policy-level decisions.
