MEMO
October 19, 2023
TO: Urban Parks and Forestry (UPF) Board
FROM: Angie Kociolek, UPF Chair
I attended the Sustainability Board (SB) meeting on Oct 11, 2023. The SB was tasked by City
staff to evaluate proposed Unified Development Code (UDC) revisions and make a
recommendation to the Community Development Board.

Noting the absence of sustainability-related items in the City’s request, I submitted this written
public comment prior to their meeting:
https://weblink.bozeman.net/WebLink/DocView.aspx?id=281400&dbid=0&repo=BOZEMAN
The entire video-linked minutes are here. SB UDC discussion begins approx. 1h 43 min into
video: https://bozeman.granicus.com/DocumentViewer.php?file=bozeman_2afd9523-7d65-
43be-93cd-0e69291a1d33.pdf&view=1
I made additional oral comments at the meeting approx. 2h 01 min into video:

At one point in the meeting, there appeared to be some confusion during the staff-board
discussion as to whether the PRAT Plan was finalized in time for the UDC update. I spoke again
to clarify (confirming with Deputy Mayor Cunningham in the room) that the PRAT Plan was
approved by the Commission in September 2023.
The SB discussed public comment received and voted to (1) approve, without change, all of the
proposed UDC update text they had been tasked to evaluate, (2) recommend to the Community
Development Board to add text to better protect trees, water, and other natural
resources/sensitive lands, and (3) recommend that the City increase UDC-related public
outreach. Vote was 6 Yes to 1 No
Note: The dissenting voter expressed opposition to the proposed UDC update in its entirety,
preferring to slow down/start over. Therefore, the dissenting vote did not seem to be in
opposition to increased environmental protections.
It seems the SB as a whole resonates with the call for stronger environmental protections in the
UDC and I look forward to find ways to collaborate with them as well as the Historic
Preservation Board on this topic.
