There was already a ordinance - Ordinance 2131 - that was passed in August of this year, the effect of which has not yet beenevaluated. Licensing a short term rental in the city is quite burdensome and there are a bunch of illegal rentals happening - it is very annoying to property owners that are following therules and paying the fees and putting in the time to get their properties to legal status - the city is doing little to enforce their own existing rules. The Ordinance 2149 has been haphazardly thrown together and will not create meaningfulinventory for the affordable housing issue - its creation seems to be an attempt by the City to show that they are doing something about the affordable housing problem - but it's hollow. The affordable housing issue is real - but the city could likely do more to ENFORCE their existing rules about short term rentals than creating even more rules that are confusing anddamaging to other members of the community. This also seems to be a pacification move to make certain housing groups in the city feel like something is happening - when little really is.I'd encourage the commissioners to look at hard data and not just the emotion tied up in this issue. Understandably the multi unit high rise condos being built in zoning that allows for Type 3rentals are causing worry - becoming a glut of short term rentals and not long term if owners even choose to rent their units at all - perhaps the city needs to add something about pre-determined short term rental limits in these sort of buildings (perhaps limited on a percentage of units per complex). Thank you for your consideration. Marcie Knoff
