Subject: Recommendations Regarding Zone Map Discussion and Future Zoning Processes Carie Omland 1593 Maiden Spirit St Bozeman, MT 59715 Oct 13, 2023 Dear Members of the City Commission and CDB, I am writing to express my gratitude for the careful consideration given by the Community Development Board (CDB) regarding the ongoing zone map discussion. I would like to extend my heartfelt thanks to the members of the CDB for their decision to delay the discussion until the text has been finalized. This approach demonstrates prudence and ensures that the discussion will be well-informed and comprehensive. I would also like to submit my comments and recommendations for the upcoming zone map discussion and the future ZMA (Zoning Map Amendment) requests from individual landowners: 1. **Standardizing ZMA Process:** I strongly urge the City Commission to utilize a standardized process for all future ZMA requests from individual landowners. This process should include the standard ZMA process after the new zone map is finalized. Furthermore, it should encompass essential public notice procedures such as property posting and adjacent neighbor notification via separate USPS letters. Transparency and community involvement are pivotal in making well-informed decisions about zoning changes, and these steps will ensure that all stakeholders are appropriately informed and engaged. 2. **State Mandate Compliance:** I support the initiative to fold only R1 and R2 together as per state mandate. This compliance not only adheres to legal requirements but also streamlines the zoning structure, promoting clarity and consistency within the city. 3. **Maintaining Separate Zones R3, R4, and R5:** I request that R3, R4, and R5 remain separate until further analysis proves a substantial benefit to the city in terms of affordability and other related factors. Keeping these zones distinct is crucial for preserving the current character of our neighborhoods. Specifically, I urge that R3 stands on its own, ensuring consistency in zoning, particularly concerning Canyon Gate. Maintaining the existing zoning structure in this area is vital, especially considering the potential impact on surrounding communities. I believe that these recommendations, when implemented, will contribute to a more transparent, fair, and informed zoning process that aligns with the best interests of our community. I trust that the City Commission will carefully consider these points as you continue to deliberate on the future zoning policies and decisions. Thank you for your time and attention to this matter.
