Memorandum
REPORT TO:Inter-Neighborhood Council
FROM:Community Engagement Coordinator, Dani Hess
SUBJECT:UDC Discussion
MEETING DATE:October 12, 2023
AGENDA ITEM TYPE:Citizen Advisory Board/Commission
RECOMMENDATION:Listen to responses, ask questions
STRATEGIC PLAN:1.2 Community Engagement: Broaden and deepen engagement of the
community in city government, innovating methods for inviting input from
the community and stakeholders.
BACKGROUND:Considerable public input has been sought by the project team throughout
the past year of developing a new draft Unified Development Code and
zoning map. Over 70 different engagement activities, events, and meetings
have occurred since summer of 2022 and include pop-up events in
neighborhood parks and well attended events like the Bozeman Made Fair,
Christmas Stroll and farmers markets, class visits to high school and college
classrooms, Neighborhood Association meetings, and online Code Connect
sessions and Open Houses. The news media has covered this project since it
was named as a City Commission strategic priority in 2022, and we're proud
of the engagement and input that we've had so far from a broad range of
community members, especially those under 30. Over 30 percent of
respondents to the intercept activity and online surveys were 29 years old or
younger. More info on what we've heard is in the project engagement
report online.
Since the draft code and map were released to the public on August 14th,
considerably more public comment has been received on the UDC project. In
order to address some of the comments and concerns coming in from
Bozeman residents, InterNeighborhood Council members requested an
additional Q&A session with staff. In addition to the Q&A during this months
meeting, a summary of comments and what we've heard from folks is
included in these materials.
1. The individual comments are included in the public comment folder
[External Link] for the project.
2. A list of the public comments with a general breakout on topics has
been prepared by staff to enable identification of themes in the
comments and support a responsive discussion.
