Dear Community Development Advisory Board- Thank you for your service and for taking the time to read the numerous comments you have received thus far on the UDC DRAFT and process. Briefly, I would like you to please consider the following and adopt them as recommendationsfor the city commission: 1. Re-notify the public. The enclosed leaflet in the utility bill missed the mark completely. No one expects azoning notification to be included in their utility bill . It lacked any attention getting details such as bright color paper, large and bold type,and fewer words. Equally important is the fact that the only method for participating or gathering moreinformation is to use the City's website. Both of these mistakes are non-inclusive and may even qualify as discrimination. 2. Delay the city commission UDC hearings until after a 5th commissioner has beenappointed. Given the importance of this update as a governing document, it is an unfair process tomove forward with the entire UDC until we have a full commission available to review the draft and public comments. 3. Request a full review and rewrite of the staff's Oct. 4 Public Comment Addendum. It includes erroneous information: Under Affordable Housing on the bottom of page 13,staff give gross incorrect data for the new Truman Flats. Staff text: 23148 - Truman Flats SP (470 new residential units total; 60 affordable units @ 80% AMI) This is verymisleading as the actual numbers are: 148 units, 60 units to be rented at 120% AMI (not considered affordable as per HRDC standards) and ONLY 8 of those 60 units will berented at 80% AMI. This is a HUGE difference and is very misleading. The information in red is taken directly off the application and the notice I received in theUSPS from the applicant. Page 12 has an illustration with no label. It's unfair to your board to receive erroneous information as well as a report that has a strong tone of push back against public comment. The staff should not be attached or defensive butare obligated to give you correct and unbiased information. It's also unfair to the current residents to push this UDC update through without more time for interactive and careful consideration, accurate information, and a complete city commissionon hand to review it.
