The proposed UDC is extreme in that it will skew the balance of existing neighborhoods by promoting supposedly affordable infill in form based structures. New development shouldcoexist with existing development and neither should overwhelm the other. There should be areas of transition to adjacent neighborhoods to preserve the character and history of existingneighborhoods. If the majority of dwelling places in a neighborhood are 1-2 stories, then new development should be 1-2 stories. Block M and Black Olive provide no transition, areclaustrophobic, lack parking, promote a concrete jungle, do not provide affordable infill and cater to residents who live in them on a part time basis. We should not incentivize thedestruction of historical neighborhoods. The newer areas of town are the appropriate places for multistory apartment buildings to provide missing middle housing. The new UDC should also require maintaining our urban forests and valley wetlands, byrequiring one tree planted for each tree removed and eliminating the practice of in-lieu fee payments to exchange wetlands miles outside of Bozeman.
