Dear Commissioners
We want to go on record as opposing the proposed RA rezoning for our
neighborhood.
Our family has owned the residence at 617 S. 15th St in Bozeman for nearly 20 years
and our son resides there. We invested in this neighborhood due to its location and
single family residential character. The proposed new RA zone will significantlydisrupt the neighborhood and alter its character. One purpose of zoning designations
is to allow people to decide what type of neighborhood they desire and then invest
and live in that area in reliance on that zoning. To undermine a long established
neighborhood by a rezoning callously disregards decades of precedence- not for thegood of the neighborhood and its existing residents, but in favor of outside developers
making a quick buck on our misfortune.
The proposed zone code revisions will allow far too much building mass for theestablished area. It does not provide for necessary off street parking for such dense
uses. It does not require building or dedication of necessary green space for such
intense uses. It does not promote, by design or construction, the essence of this
neighborhood or provide for livable personal open space for gardens, family activity orpets. It does not provide for retention of trees or other environmental elements. It
does not have design review to require conformity to the existing built
environment. For example, it allows a 3 story 8-plex building to be built adjacent to a
single story residence. It does not address loss of view- scape and air/light. It simplydoes not provide for the continuation or enhancement of the quality of life we have all
enjoyed. What is the purpose of urban planning if it does not accomplish these goals?
Having said this, possibly creating New zones in undeveloped areas that allow someof the concepts provided for in the new RA zone could be appropriate, but only if
community concerns are addressed. People buying into a new neighborhood with
new zoning then know what to expect. However, any new code Must incorporate
simple development standards requiring off street parking, open space, setbacks,alternating building mass/height, mutually compatible design standards, storm water
detention, infrastructure capacity, necessary cross easements, tree retention, etc. to
insure future livability. The current proposed code does not adequately address these
important livability issues.
A change as significant as this proposed code needs to go through a thorough
community comprehensive planning and infrastructure analysis so Bozeman remains
a place we are all proud of.
