October 8, 2023 Community Development Board Public Comment Summary We have read the summary of the 220 written public comments which is condensed to 18 pages. During the Community Development Board meeting on September 18, we asked if every member of the Board and the city commissioners all received all of the written comments. I was told they would. So, who wrote the summary of comments, and is that all the Board and commissioners actually received? The 18 - page summary of public comments provides a very brief and incomplete account of the concerns expressed by residents. The majority of the “summary” is the author’s defensive explanations and justification for and advocacy for the UDC proposal. It appears to misrepresent the level of opposition to the draft code. It also opines that the opponents do not understand the proposal. You need to realize that the reason there are opponents to the UDC proposal is because they do understand what it would change for the worse. We also understand that increasing density will not provide affordable housing. We also understand that the destruction of the natural environment as proposed will accelerate climate change, and denigrate the livability of our neighborhoods. We also understand that the streets in established residential neighborhoods were not built to carry the heavy traffic high density buildings create. Private citizens have taken a great deal of time and care to express their concerns about the repeal and replacement of the UDC with the expectation that the decision-makers would read their letters. Bozeman’s local newspaper reflects the depth of opposition to the process of adopting and implementing the proposed UDC code. Please listen, and slow down. Again, this Engagement process seems to have been window dressing for what the administration has already decided, and they are giving their constituents opportunities to blow off steam, but it appears that citizens’ opposition will not matter.
