Friends,
I have written once on the UDC; please permit this second bite at the apple, as I have learned
much since first writing.
The proposed UDC puts into code a lot of good and important ideas that the majority of thiscommunity would support.
But the tremendous amount of fear, uncertainty, and ignorance around the UDC is going to
torpedo this.
I urge the city to pull this back. Conduct more listening sessions. Bring this back to youradvisory boards. Do the hard work to develop consensus.
At a minimum, collapsing R-S to R-3 into one zoning district and allowing three-story, eight-
unit buildings is a bridge too far. I would favor something more modest:
Combine R-S, R-1 and R-2,
Two stories max,3 units (duplex + ADU) per lot
The city also has a problem with trust. The perception is that variances get handed out likecandy. My street has transformed from family-filled homes to rented-out, investor-
owned college rowhouses, with no regard whatsoever for the city rule – on the books butunenforced – prohibiting more than four unrelated people from living in the same house.
Pull back the UDC, develop consensus, build trust.
