Members of the Community Development Board, At your Draft UDC hearing on 9/18/2023 I was struck by the geographic concentration of those participating in public comment. Just for fun, I put the locations (as stated for the public record) of those commenting inopposition on a map. This is shown below. The map shows that all but two comments were from residents livingwithin 4 blocks of either side of 3rd Avenue. 100% of the comments given on 9/18/2023 (both for, against, and informational) came from residents who live within the Historic Conservation Overlay District. It's worth considering that form-based codes are typically applied at a more granularlevel than Bozeman's existing zoning districts. It might be helpful to consider a more granular approach within Bozeman's historic districts thatis more directly reflective of the existing housing stock in those areas (e.g. 5 units might be a more appropriate cap in R-A within the historic districts; there are plenty of five-plexes within the historic districts, but few 6-, 7-, or 8-plexes). The other take-away here is to point out simply that only asmall minority of Bozeman's residential areas were represented in the public comment on 9/18. Thanks for your service to the community, and in particular helping thecommunity better understand how form-based codes work and the benefits of a form-based approach over a use-based approach.
