Mayor Andrus, City Commission, and City Manager Jeff Mihelich,
We have been watching and reading about this proposed Zone change to our fine City of Bozeman
with some serious concern. We did not realize that this was coming forward so quickly because you
have not made it clearly available with communication to the public in general. Even on your
website it is difficult to find the information needed to understand the details and the timing of it.
There has been no effort on the part of the City Commission to reach out to the taxpayers that fund
all the City employees, services, and activities. There is a message that is being sent out to us that
the City Commission and Staff are going to push whatever they want to on the public without taking
the time to really listen to the people who pay the bills – the taxpayers. There are too many
unintended consequences that are not being considered by rushing this.
We have been actively involved in the real estate sales and development business in Bozeman for
over 40 years. I grew up on a ranch between Livingston and Bozeman and Bozeman has been a big
part of my life since 1964. One of the most heartwarming aspects of Bozeman is the historic district
and downtown. We as a community of businesspeople have worked very hard to preserve this
character and to improve the infrastructure and keep it vibrant. This is one of the reasons this city is
so attractive to people. Now you are working very hard to destroy it. The premise you base this
change in zoning on is not valid. The reality is that the goals you want to achieve will not happen
because of these proposed zoning changes. In fact, you will make the challenges before us now
even greater. It is our belief that you would not want to do this to our city.
As a real estate agent here since 1981, I have handled many sales of houses in the R-1 and R-2 Zone
areas. The people who purchased these properties in large part did so because they had an
assurance from the City what the zoning is and would be. The only way that zoning would change is
if all the property owners in said zoning areas were participating in the ideas, had a vote, and wanted
the change to happen. Now the City Commission is acting like a steam roller. This is the definition of
a taking in our opinion. You are not acting in good faith and not representing the people who live
here and own property. This is grossly unfair and short sighted to the people who have invested in
their homes of all sizes and who have worked hard to keep the historic character of our beautiful
Bozeman.
Please halt this irresponsible action immediately. You are going to destroy our historic town and
once you do that it is irreversible. Please listen to the people who are providing all the funds to
make this city what it is – the taxpayers!
