My name is Willow Joines. I live at 4459 White Eagle Circle, and have been
living here since July of 2017. I have utilized and walked the open spaces
in and around the Sundance Springs neighborhood countless times. It is aplace of sanctuary, peace, quiet and refuge for people and the
neighborhood of Sundance Springs, as well as habitat, breeding grounds
and grazing for wildlife: birds, insects and mammals alike. As such, I am
staunchly opposed to the Bozeman CommunityDevelopment Division approved application #22047 for lot 2 of Sundance
Springs Neighborhood Services. There are already nearly 200 written
public comments opposing this plan, and I will also add my voice in
opposition of it for the following reasons:
1) Because my backyard is adjacent to Little Horse Drive, I am
deeply concerned about parking along this street, as well as other streets
in the neighborhood, even if there will be "no parking" signs. Who willenforce the parking and how will it be enforced? I highly doubt the "no
parking" signs will make any difference whatsoever. There is already a
loosely designated, unenforced parking space right behind my house that
people utilize all the time, sometimes at all hours of the night. There havebeen loud noises, music and even used condoms as a result of this parking
space. With only 44 designated on-site parking spaces for potentially more
than 350 people occupying the proposed developments' buildings, patios
and lawns, I am very concerned about the traffic and the congestion thisdevelopment will cause along the streets near the establishment. Again,
how will the "no parking" signs be enforced, who will enforce them and will
they actually be enforced? In addition to the parking, I am very worried
about the safety of my home and of the surrounding neighborhood withthat many non-residents having access to the neighborhood of SundanceSprings. All of these issues combined are major red flags for the health
and safety of our neighborhood.
2) This plan is illegal. Project #22047 disregards the Sundance Springsguidelines, covenants and the Planned Unit Development as ordered by
the Bozeman City Commission in 1996, which doesn't allow outdoor
activities, two buildings on lot 2, nor the use of trails not approved byadjoining neighborhoods for Neighborhood Services lot 1 and 2. TheCommunity Development Division is disregarding and does not comply
with the Sundance Springs PUD. This is completely unacceptable.
3) Exactly ½ miles away from the proposed development is
Sacajawea Middle school. I have driven by this school countless times inthe 7 years I have lived here. The pick-up time frame for this school is
Monday through Friday, generally around 3:30 PM. There are many
vehicles and children on the side of the road for about an hour around this
time frame. Also, many children bike and walk to and from school andutilize the side of the road and crosswalks in the road. (This does not
account for the many after school activities and sports programs that
occur on this campus.) If people are drinking alcohol at the proposed
development, this means most likely that people will be drinking anddriving. The combination of serving alcohol within ½ mile of a middle
school spells disaster. It will not be a matter of if, but when, someone is
either seriously injured or killed by a drunk driver. This cannot be allowed
to happen.
Per the reasons provided above, I AM FIERCELY OPPOSED to project
#22047 approved for development. I must not be allowed to be built.
