Dear Commission,
I support Ord. 2147 and applaud the city for taking reasonable steps to ensure
public safety and right of way. I have watched many unhoused people and “van
lifers” use our block (near the Emerson) for both short and long-term camping
over the past few years with no recourse to deal with the noise, human waste,
broken glass, and other trash that liters our street. Bozeman PD has been
responsive and professional when called but have no mechanism to enforce
accountability for ac�ons that me or my neighbors would receive criminal
cita�ons for.
I do not wish to criminalize being unhoused and strongly also encourage the city
to take meaningful ac�on towards other long-term supports for unhoused
members of our community, including stronger protec�ons for renters, the
passage of the new RA zoning code, and ongoing funding for emergency shelters
and housing.
In the interim, 2147 creates reasonable guidelines, restric�ons, and
accountability mechanisms to support the health and safety of our community.
