Overall, I am in agreement with implementing an ordinance surrounding camping on
public-right-of-ways, but do have a few comments. It is currently not legal to sleep
overnight in your vehicle at a state rest area, so I do not understand why it is legal on
public streets. 5 days seems like too long for this ordinance when there are other,
legal options in the surrounding area (national forest land, BLM land, etc), andBozeman has several shelters.
Additionally, specifically regarding Sec. 34.09.030 Violations; penalties, I do not think
it is right that taxpayers would have to pay for the towing fee TWO times, if it wasdetermined that the camper was violating the rules of this ordinance. It seems there
are plenty of warnings required in this ordinance and there is also the ability to apply
for a waiver; by the time the vehicle is towed, it should be the owners responsibility to
pay the fine.
Why don't we put more resources into shelters dedicated to those who are truly
struggling and committed to finding employment and contributing to the community. If
all of the folks camping on public right-of-ways were committed to contributing to thecommunity and finding employment, I don't think the public would be as concerned as
they are with this issue.
