Madam Mayor, Mr. Deputy Mayor, and Members of the Commission— As you consider Ordinance 2147 concerning camping in the public right ofway, I encourage you to consider augmenting the ordinance with the creation of a Temporary Camping Permit Program, such as the program implemented by Seaside, Oregon. The permit would allow an individual to remain in the same location for an extended period of time, provided thatthey adhere to the rules. Basically, a permit program would create a carrot to help obtain voluntary compliance (rather than just using a stick of fines and enforcement) and the city would also get a bit of a census of who is camping on city streets. I believe the current requirements of theordinance (moving once per five days) are too draconian but this could be tempered by creating a permit program.
