The residents of HRDC's Housing First Village and the users of the HRDC's warming center have regularly been
jumping the fence of I-90 and crossing the interstate traffic at all times of the day. The westbound onramp changes
from 2 to 1 lane right there. Driver's focus is not to be looking for rogue pedestrians. The situation this creates is
greatly hazardous and will result in someone being hit if it is left unaddressed. HRDC and the city need to take
immediate action to curb this risk.
