HomeMy WebLinkAboutResolution 3056 Revising structure of CDBG Loan Review Committee, and renaming it CAHAB " . --. ----.::----- ":# --.-,--- '-~ .-"1'~ COMMISSION RESOLUTION NO. 3056 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF BOZEMAN, MONTANA, REVISING THE STRUCTURE OF THE COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) LOAN REVIEW COMMITTEE, RENAMING IT THE "COMMUNITY AFFORDABLE HOUSING ADVISORY BOARD" AND SUPERSEDING COMMISSION RESOLUTION NO. 2569. WHEREAS, the City of Bozeman has created a Community Development Block Grant (CDBG) Loan Review Committee to aid in administration of the Community Development Block Grant program and funds; and WHEREAS, the City Commission has established a Community Housing Fund, to assist in providing affordable housing within Bozeman; and WHEREAS, the City Commission has tasked the Community Development Block Grant (CDBG) Loan Review Committee to review applications for the Community Housing Fund monies; and WHEREAS, the City Commission has determined that the composition of the committee must be changed to provide a broader base of representation, in light of the additional duties. NOW, THEREFORE, BE IT RESOLVED by the City Commission of the City of Bozeman, Montana: Section 1 That the "Community Development Block Grant (CDBG) Loan Review Committee" is hereby renamed the "Community Affordable Housing Advisory Board". Section 2 That the "Community Affordable Housing Advisory Board" shall consist of eight (8) members to be appointed by the City Commission. Members shall serve three (3) year staggered terms, with terms to end on June 30 of each year. The initial appointments to the restructured board shall be two one-year terms, three two~year terms and three three-year terms to provide for appropriate staggering. The length of initial terms shall be determined by drawing straws, or some similar method, at the first meeting of the board following appointments. Each member may be reappointed without any limitation on the number of reappointments. Vacancies shall be filled in the same manner as original appointments for the balance of the term remaining. In addition to the appointed members, a member of the City-County Planning staff shall serve as an ex officio, non- voting member. -- , Members of the board shall be appointed so that the membership shall be represented as follows: real estate financing real estate sales the construction industry the legal profession .----.... --..-.-.-.-....--- .,,,,~.'" an organization which supports the availability of low- and moderate-income housing in the community organization providing services to low- and moderate-income persons member of the public certifying that he or she is a low- or moderate-income person as defined in the City's affordable housing policy the City's Finance Department Persons of legal age may be appointed to the Board. A majority of the members shall be residents of the city. Non-resident members must reside within the City's zoning jurisdictional area and shall have a tangible connection with the city by virtue of working in the city, or owning property in the city. Members shall serve without compensation for their time and services. Section 3 The purpose of the "Community Affordable Housing Advisory Board" shall be to examine all applications for assistance under the Community Development Block Grant (CDBG) Revolving Loan Fund or the Community Housing Fund in light of the criteria established for expenditure of those funds, to solicit such information as it deems necessary in order to adequately review said applications, to ensure that said applications meet eligibility criteria as outlined in the program guidelines for the respective loan programs, and to make funding recommendations to the City Commission. Section 4 For purposes of conducting business, a Quorum shall consist of four (4) voting members.
