1. It looks like the City is seeking a cost-of-service analysis for all three u�li�es, including storm.
Can you confirm that is correct?
Stormwater is not on the short-term plan for a cost-of-service analysis.
2. The RFP men�ons a recent cost of service study performed in 2019. Is it possible to get a copy
of the previous COSA study?

3. The RFP noted identification of a local contact (referenced paragraph below). If the project
manager is not local, is a local contact required for submittal?
o c) Project Team. List the experience and qualifications of staff who will be working on
the project. Describe the applicable skills and accomplishments of the project manager.
Confirm availability and commitment of named key staff to the project. If the project
manager is not local, identify any local contact and describe how project management,
coordination and communications with the City will be accomplished. Do not include
persons who will not be working on the project. Include resumes at the back of the
proposal which reflect education, registrations and experience of key staff.
A local contact is not required and will not be scored.
4. With the RFP reflec�ve of a 5-year consultant of record, the scope of services describes the
proposed fee as being nego�ated based on iden�fied tasks over the life of the agreement. The
cost proposal requested for submital with the RFP men�ons development of new rate models
for all three u�li�es (referenced paragraph below).
For the cost proposal submited with the RFP, is it the City’s intent to complete all iden�fied
tasks, inclusive of full rate model development, revenue requirement, cost of service and rate
design components. Or is the intent to concentrate on rate model development as the first
iden�fied task?
o e) Cost Proposal. Provide a cost proposal to perform the scope of work to develop new
water, sewer and stormwater 20-year rate models that reflect the City’s current rate
strategy and City Commission fiscal and rate policy objectives. Include estimated person
hours, labor costs and expenses for each task required to develop new rate models.
Separate the cost of any proposed optional features in the rate models that will provide
added value to the City. The format for the cost proposal is to be selected by the
consultant.
We would prefer to see a task-based budget with individual tasks listed out separately to easily
compare proposals. Rate models are a priority in the first year. The City would like to par�cipate
in model development and have design input. Bozeman’s Capital Improvement Program is
adopted in December, if models were possible by then it would be great. Definitely need models
prior to budget development in March/April. Once a consultant is selected, assuming the PSA
atached to the RFP is acceptable to the consultant, the contract can be quickly added to the
next Commission consent agenda. Commission meets the first four Tuesdays of every month
except on holiday weeks.
5. Is it possible to get more informa�on related to who will be on the consultant selec�on
commitee?
