HomeMy WebLinkAbout002 Project Narrative MSP TownePlace Suites Hotel Bozeman West/Fairfield Inn and Suites - Master Site Plan – Project Narrative Page 1 of 3 Master Site Plan Design for Future Lots 1A & 3A of Eastlake Professional Center Subdivision Project Narrative Introduction: The Master Site Plan Design for future Lots 1A & 3A of the Eastlake Professional Center Subdivision consists of two commercial lots with one Marriott brand hotel proposed on each lot. The project is located south of Valley Center Road on the northeast corner of the North 27th Avenue – Honor Lane intersection. The Master Site Plan is 4.00 acres and is zoned B-2M (Community business district-mixed). As part of the submittal, two separate applications are being submitted: (1) A Phase I site plan application consisting of a TownePlace Suites Hotel by Marriott and (2) a master site plan application consisting of two lots including the previously stated TownePlace Suites Hotel located on future Lot 1A and a Fairfield Inn and Suites Hotel by Marriott located on future Lot 3A. Phase I (Lot 1A) consists of a 2.40 acre lot that fronts North 27th Avenue. BZN Hotel 1, LLC is proposing to construct a TownePlace Suites Hotel Bozeman West by Marriott on this site. The proposed hotel would be a four story, 107 room building. In addition to the 107 guest rooms, the hotel would also include two conference rooms, a conference room pre-function area, a fitness center, pool and spa, buffet, a bar/ lounge area, and outdoor patios including a fire pit and grilling stations. The buffet would serve breakfast for hotel guests and the bar would serve beer and wine with a small plate menu for guests during the evening hours. Phase II (Lot 3A) would consist of a 1.60-acre lot that is directly east of Lot 1A. A Fairfield Inn and Suites Hotel by Marriott is proposed on this lot and would be a four story, 106 room building. In addition to the 106 guest rooms, the hotel would include a boardroom, fitness center, pool and spa, a buffet with large seating and lounge area, and outdoor patios including a fire pit. The buffet would serve breakfast for hotel guests. Project Type and Intent: Two separate hotels would be developed as part of the master site plan. The buildings would be wood framed structures with brick and metal exterior finishes. Landscaping would be incorporated around the exterior of the buildings to break up the building walls and provide privacy from the nearby streets and parking lots. Additional landscaping is proposed throughout parking lot islands and open spaces. The buildings would be accessed through main lobby areas and the upper floors would be accessed via elevators. The Phase I site would be connected to public rights-of-way at three exits by sidewalks. The additional exits would be connected to public trail systems on the north and east property lines via pedestrian facilities throughout the parking lot. Phase II would be connected to public rights- of-way by sidewalk at the southern entrance. The remaining entrances to the building would be connected to public trail systems on the north and east sides of the property via sidewalks and pedestrian facilities throughout the parking lot. TownePlace Suites Hotel Bozeman West/Fairfield Inn and Suites - Master Site Plan – Project Narrative Page 2 of 3 Project Accessibility: The primary entrance is located in the northwest corner of the site off of North 27th Avenue. There is a secondary access proposed at the south end of the property off Honor Lane to provide suitable accessibility and traffic flow to and from the site. The proposed parking lot has a network of drive aisles that are designed for accessibility to parking stalls, hotel entrances, and to allow for efficient traffic flow throughout the site. Access to these sites from the northern entrance would be shared access for both sites and for the lot located north of the property. A shared access agreement would be prepared for the north entrance to include Lot 1A, 3A, and the property to the north. The southern entrance would be a shared access for the two proposed lots. A shared access agreement would be created for the south entrance to include access for both Lots 1A and 3A. Onsite Parking: Onsite parking would be provided for each lot to meet the requirements set forth in the City of Bozeman code. Currently each lot would provide 111 vehicle parking spaces for a combined total of 222 parking spaces. This is 118% of the required parking for the two sites combined. In addition to vehicle parking, the owner is proposing a total of 54 bicycle parking spaces. It is proposed that 28 spaces be provided within Phase I and 26 spaces be provided within Phase II. Given the proposed sizes of each building, 53 total bicycle parking spaces are required. Open Space: Each lot is proposed to have open space amenities for hotel guests to utilize during their stay. In Phase I, two open space areas are proposed. One would be located at the east entrance of the building and would include patio furniture and an outdoor fire pit. There would also be a patio located at the southeast corner of the building and it would include patio furniture and outdoor grilling stations. The open space required for Phase I is 2,089 SF and 2,201 SF is proposed (105% of required). In Phase II, three open space areas are proposed. There is a patio located at the west entrance of the hotel where patio furniture and an outdoor fire pit are proposed. Another open space is proposed on the east side of the hotel. The north open space area is located near the north entrance to the building and would include outdoor furniture. The open space required in Phase II is 1,396 SF and 2,839 SF is proposed. Site Improvements: There are existing water and sewer mains that extend through the property from Honor Lane. The owner is proposing to relocate a portion of these utilities to allow water and sewer to be located in proposed drive aisles throughout the parking lot. The portions of the existing utilities that are proposed to be relocated would be abandoned in place and new infrastructure would connect upstream and downstream of the abandoned sections. All proposed public utilities would be located in public utility easements.. TownePlace Suites Hotel Bozeman West/Fairfield Inn and Suites - Master Site Plan – Project Narrative Page 3 of 3 Water: All water mains throughout the property would be 8-inch and both domestic services would be 4- inch with 3-inch meters. It is proposed that the existing fire hydrant be moved to a new location to better serve the future lots. Sewer: All sewer mains throughout the property would be 8-inch and would be within public utility easements. Storm drainage: In order to effectively address stormwater, the site would be graded to use a combination of area inlets and curb inlets. Once drained into inlets the stormwater would be conveyed to underground stormwater facilities through underground piping. Each lot would have its own underground stormwater facility located at the north end of each lot. A stormwater design report is included with this application. Project Schedule: It is anticipated that the TownePlace Suites Hotel located on Phase I would start construction late summer of 2023. Construction on Phase II is tentatively scheduled to start in late 2025.
