Required Parkland
The required parkland up to 8 dwelling units/acre for all South University Phase 3 parcels (Lot 1, Block 1,
Lot 1, Block 2, Lot 1, Block 3, and Lot 1, Block 4) has already been dedicated to the City of Bozeman as
City Park 3. The Flats at Bozeman will provide the required portion of cash or improvements-in-lieu
owed for 8-12 dwelling units/acre off property within the 13.36 acre City Park 3.
Current City of Bozeman code requires 575 sf of parkland per dwelling unit, up to a density of 18
Persons, and a cash-in-lieu-of parkland (CILP) for the density above 18 —capped at 27 Persons. The
required land dedication (575 sf/person x 18 Persons x 11.89 acres = 2.83 acres, and the remaining 9
persons would require cash-in-lieu of parkland (CILP) for 1.41 acres of land at the current estimated
market rate of $2.30/sf, totaling $141,520. The parkland tracking table for The Flats is provided below.

Development of park improvements at City Park 3 will occur by the master developer, RTR II Holdings
LLC. The park is planning to be developed all at once in a single construction phase. The value of
improvements-in-lieu proposed at the park will exceed the requirements of all South University District
Phase 3 Blocks combined. A revised park master plan will be submitted to the Parks Department and will
detail plans for construction and the value of improvements. The contributions of the SUD Lot 1, Block 4
developer, Capstone Communities, will meet or exceed the required value of $238,112.
Capstone Communities, the developer of Block 4, is also developing the SUD Phase 3 Lot 1, Block 3 tract,
which is west of Block 4, and the associated parkland developments required with that development. By
having two—and possibly three—developments taking place with the same timeframe allows the park
to be developed as efficiently as possible in a single phase. Concept plans of proposed park
improvements are included with this submittal.
2013 South University District Parks Master Plan
The master concept plan for City Park 3 aligns with the original goals for the South University District
Master Plan. It aims to preserve and enhance the existing watercourses, provide a comprehensive multi-
modal trail system, include a variety of recreational activities, and create a functional, inviting
landscape. The original master plan for the district is included below:
Park Concept
The internal pedestrian layout of the park provides a primary north/south trail connection along the
creek, with a Class II gravel fines trail, as identified within the PROST Plan. The concept also provides an
east/west trail that crosses the watercourse and will connect the lots within the South University District
Phase 3 subdivision with previously-developed phases to the east. The stream corridor remains largely
undisturbed with passive natural uses while the west side features more intensive recreational use.
At the Northwest corner of the concept plan is the great lawn which will act as the community’s primary
gathering space. Pathways for pedestrians and bikes will be provided to this location along with other
amenities such as picnic areas, seating, a small performance stage, and vehicle access for events. Central
to the park and the primary east/west watercourse crossing, is a programmed playground and pavilion
area. At this location there will be bike racks, picnic tables, benches, and play equipment for multiple
age groups. At the Southwest portion of the park is a large, fenced dog park with areas designated for
ball toss and agility.
The master concept plan also takes into account future improvements to be proposed by the City Parks
Department. Between the great lawn and playground area, there are plans for a future ‘all wheels park’
area with ramps, skills features, and wavy trails for skateboards, bikes, and scooters of all ability levels.
Landscaping within the park will be planned with water conservation and long-term carrying costs in
mind. The goal is to create a new type of park that positively impacts the environment by creating
habitat, using limited amounts of water, and reducing its overall carbon footprint. Apart from sod areas
at the northwest great lawn and central pavilion area, the park will be seeded with native vegetation,
resulting in a huge reduction of maintenance and water demands. Shade trees will be provided
throughout and the watercourse setback will be planted with appropriate native vegetation. The
continuous native vegetation proposed along the creek will provide a corridor extending southward for
pollinators and wildlife.
