Do not click links or open attachments unless you recognize the sender and know the content is safe. Hello, I am writing in regards to Ordinance 1539, section 16.06.060. I live at 613 W. Babcock and the dumpsters from variousservices pick up anywhere from 5:15-5:25 a.m. I urge you to consider revising this code to pick up beginning at 6 a.m.The numerous dumpsters located from the businesses along main and including the Hauf and Molly Brown banging andcrashing, even with a loud noise machine, make it impossible to sleep. As a teacher, (now on summer break and havingthe time to send this message) my alarm is set for 6. I understand that is not a huge difference, yet it is. Separately, there is an excessive amount of engine braking (if that is the correct term I am not sure) occurring on Mainand Babcock. Apart from the excessively loud diesel trucks that blow up and down with amplified exhaust systems, thereis a car (or perhaps multiple different cars) that run laps down the one way on Babcock, back down main, and thenprobably turn up 8th and repeat. Their exhaust sounds like a machine gun going off. This occurred for over two hourslast saturday night and again last night. As the section code states below, it more than interferes with every aspect ofbeing at peace in my home. I have never seen any signs noting engine braking or something to that effect is illegal (although I am fairly certain theywould be ignored) yet perhaps those could be placed along main street and W. Babcock between 9th and Wallace. I amrequesting that perhaps beginning on a weekend, when a majority of this takes place as people cruise up and down main)that some sort of deterrent or awareness campaign and enforcement is out to curb this. It is beyond obnoxious and isactually triggering and traumatizing for many people. I look forward to hearing what the current laws regarding this are,and if they are not currently being enforced, how they can begin to be. Loud and raucous noise degrades the environment of the city to a degree that: It may be harmful to the health, welfare, and safety of its inhabitants and visitors; It may interfere with the comfortable enjoyment of life and property reasonably expected in an urban environment; It may cause or aggravate health problems. Both the effective control and the elimination of loud or raucous noise are essential to the health and welfare of the citizens and visitors of the city as well as to the conduct of the normal pursuits of life, including recreation, work and communication. The use of sound amplification equipment creates loud and raucous noise that may, in a particular manner and at aparticular time and place, substantially and unreasonably invade the privacy, peace, and freedom of the citizens of andvisitors to the city.
