Site Plan Review Comments
Re: 22368 Enterprise Rental Car Expansion Site Plan
Civil Eng. Response to Comments
Dear Reviewing Agents,
Thank you for your thorough review of the project. We have restated your 01/16/23 comments or
requests for additional information followed by our responses in bold. They are as follows:
REF#2‐ BMC 38.410.070, DSSP Section V.A and V.B ‐ Water & Sewer Demand ‐
Prior to a determination of adequacy the applicant must provide an estimate of the peak‐
hour sanitary sewer demand as well as the average and max day demands of domestic
water usage for the proposed site development. The estimates must be certified by a
professional engineer.
Please find attached the certifying engineer’s estimate of the peak hour sanitary generation as
well as the average and max day demands of domestic water usage for the proposed site
development.
REF#4‐ BMC 40.03.960 ‐ Sand and grease traps ‐ The applicant must submit a detailed drawing and
design criteria for the on‐site oil/water separator.
Please find attached the certifying engineer’s design report and cut sheet showing the existing
1,500 gallon sand‐oil separator onsite. We found the current design to be adequate for the
added car wash bay.
REF#5‐ BMC 38.220.080.A.2.g ‐Traffic Generation –
The applicant must submit a peak hour trip generation value to the City to determine
whether a traffic impact study is required.
Please find attached the traffic letter describing the average daily trips associated with the
proposed car rental facility with reference to the Traffic Impact Study completed for Lot 1. We
have also included the original Traffic Impact Study for Enterprise for reference.

REF#6‐ Infrastructure Review –
Plans, specifications, and submittals for public infrastructure improvements must be
submitted to the City Engineering Department (https://bozeman‐mt‐us.avolvecloud.com/)
for infrastructure review (DSSP Plans and Specifications Review Policy A).
It is our understanding that no public infrastructure is being proposed or constructed with the
proposed expansion of the existing Enterprise building.
REF#7‐ Completion time for site development –
Provision of municipal central water distribution, municipal sanitary sewer collection
systems, streets, and stormwater systems means that the criteria in either subsection a or
subsections b and c are met. All improvements must be installed prior to the issuance of a
building permit (pursuant to the criteria established in subsection a) for any building within
the site, except when concurrent construction is an identified purpose of the initial project
review and approved pursuant to the criteria established in subsection b and c of this
section (BMC 38.270.030.C).
It is our understanding that no public infrastructure is being proposed or constructed with the
proposed expansion of the existing Enterprise building.
REF#8‐ City of Bozeman Resolution 5076, Policy 1 –
If not already filed for the subject site, the applicant will need to provide and file with the
County Clerk and Recorder's office executed Waivers of Right to Protest Creation of
Special Improvement Districts (SIDs) for the following:
1. Street improvements to W Babcock Street from N Laurel Parkway to N Cottonwood Road,
including paving, curb/gutter, sidewalk, and storm drainage,
2. Intersection Improvements to N Cottonwood Road and W Babcock Street,
3. Intersection Improvements to N Cottonwood Road and Fallon Street,
4. Intersection Improvements to W Babcock and S Laurel Parkway,
5. Intersection Improvements to Fallon Street and S Laurel Parkway.
The document filed must specify that in the event an SID is not utilized for the completion of
these improvements, the developer agrees to participate in an alternate financing method
for the completion of said improvements on a fair share, proportionate basis as determined
by square footage of property, taxable valuation of the property, traffic contribution from
the development, or a combination thereof. The applicant must provide a copy of the filed
SID waiver prior to final Site Plan approval.
Please find attached a draft Waiver with the specific improvements and locations specified above
included.

REF#9‐ BMC 38.410.130 ‐ Water Rights –
The applicant must contact Griffin Nielsen with the Engineering/Utilities Department
directly at gnielsen@bozeman.net or (406) 582‐2279 to obtain a determination of cash‐in‐
lieu of water rights (CILWR). CILWR must be paid prior to final site plan approval.
We are in the process of obtaining the determination of cash‐in‐lieu of water rights (CILWR) from
Griffin Nielsen. It is understood that CILWR must be paid prior to final site plan approval.
REF#10‐ DSSP Section II A. 4 ‐ Stormwater Drainage –
The applicant must confirm post‐construction storm water management controls are
designed to infiltrate, evapotranspire, and/or capture for reuse the post‐construction runoff
generated from the first 0.5 inches of rainfall from a 24‐hour storm preceded by 48 hours of
no measurable precipitation.
The applicant confirms post‐construction storm water management controls are adequately
designed for the proposed revision of the existing building as it actually converts 832 sqft of
existing impervious area into grassed and xeris‐scaped area that will allow for greater infiltration
of stormwater and an overall reduction in the stormwater runoff from leaving the site. Please
see the attached letter from the Engineer.
