Dear Addi and Urban Parks and Forestry Board members-
I recently sent in my comments to the plan and to beat the noon deadline did not get a chance
to add an intro paragraph - my apologies.
I appreciate all the work that has been done on the plan and noticed quite a few good changessince the previous plan.
I hope you will consider my additional recommendations. As I was in a hurry, and also not
wanting to waste your time with extra language, I kept it as bulleted and brief as possible.

Final Draft PRAT Plan Comments 1. Change name back to PROST for consistency with other MT cities and predictability for local residents. Content can change but keeping the name the same is less confusing to residents. 2. Strike pages 4 and 5- redundant and hard to read. Seems more like marketing material. Replace with Mission Statement or Vision. 3. Page 6- Add page numbers to topics for easier reference on ALL chapter pages. 4. Wasted space on all Chapter pages – could enlarge content list for readability. 5. Use smaller or fewer pictures and larger type- overall. 6. Crop or Strike fig. 1.1 7. Strike figs. 1.2 and 1.4 – they are not referenced in the text nor do they add context. 8. Give Fig. 5 it’s own page since the plan will most likely be read in digital format. (pages 10-11) 9. Pages 10-15. Strike and rewrite the PROST to PRAT section. These pages are very confusing and disjointed and yet I think this is one of the most important sections. I commented on this in February- and still can’t find the change of name explained, defined, or justified.
On page 10, in paragraph 2, there seems to be a hint of why the name changed with the word “however”, but unfortunately it doesn’t follow through. In fact, the end of Paragraph 2 emphasizes the importance of “open spaces ”. But then paragraph 3 sentence two focuses on the communities “shifting values”. This is confusing to the reader. In my experience when a change is hard to explain, it’s because the change may not be understood by the writer. Nothing I have read helps me understand why the name changed except a vague indication that open spaces are not as important to the community as are bike routes which we know to not be true based on the BCP 2020. They may be equally important but nowhere have I read that the community thinks open spaces are less important than they used to be. I would offer to rewrite but cannot since I also don’t understand or know the reason for the change. 10. Page 12. Move the Park and Trails District paragraph as it interrupts the flow of the ‘Relationships’ section. 11. Strike fig. 1.8 . Not needed. 12. Page 15. Strike both pictures- Figs. 1.9 and 1.10 13. Page 23. Strike CARE paragraph. I’m not sure what the point of that paragraph is- are we asking people in this document to be more mindful? It seems a bit shaming and I would strike unless you can clairify what the intention of the paragraph is.
14. What is the difference between 390 acres of open space on page 26 and 179 acres of natural areas on page 46? Need to add explanation of switch to “natural areas” from “open space”. 15. Page 47 . Add heading or Fig. number and caption. Is it definitions? 16. Page 96. Give map it’s own page. 17. Page 99. Label fig/table with number. 18. P. 99 . Add “bear proof” to all trash receptacle references. This is part of the stewardship of living in the GYE. MOST IMPORTANT: 19. Page 100. Strike the watercourse allowance of trails in ANY zone. NO trails should be allowed in ANY zone of watercourse setbacks if we are to prevent erosion damage and provide stewardship of open spaces and wildlife corridors. Priority in watercourse setbacks should be given to wildlife with periodic public access areas to the watercourse. All trails get compacted or are impermeable to begin with and during flooding can cause damage by channeling the flood or storm water rather than allowing it to permeate in a larger area. Case in point. Legends II at Bridger Creek.
