ACTION: Tony Renslow moved to approve the minutes from the March URD board meeting.
Suzi Berget White seconded the motion.
All voted in favor.
Discussion Items
Fiscal Year 2024 Work Plan and Budget
Ellie presented the Fiscal Year 2024 budget and work plan, highlighting the Downtown Bozeman
Partnership Management fee increase and parking funds. There were also noted formulas that were
incorrect in the Excel spreadsheet that will be updated prior to submitting to the City Commission.
Ellie provided an update on the grants offered and stated that we have received one grant application
for the Residential Incentive Grant. One proposed project is the streetscape with the historic lamps
along the North Willson corridor.
ACTION: Suzi Berget White moved to reallocate funds in FY24 budget from the parking
supply designated funds to side street infrastructure improvements of $300,000
Tony Renslow seconded the motion.
All voted in favor.
ACTION: Suzi Berget White moved to approve the FY24 budget as presented with the
exception that the starting cash balance will be adjusted and will be reflected in
the parking supply designated funds.
Tony Renslow seconded the motion.
All voted in favor.
April 2023 Executive Director’s Report
Ellie presented the April 2023 ED Report highlighting updates to downtown projects and
programming.

STRATEGIC PLAN:1.3 Public Agencies Collaboration: Foster successful collaboration with other
public agencies and build on these successes.
BACKGROUND:
The proposed Sewer Replacement Improvement Agreement with Midtown,
Downtown URD, City of Bozeman and Developer; includes a much-needed
upgrade to a 100+ year-old sewer line spanning between the Downtown and
Midtown URD districts for a large residential development on 5th and Main,
in the Downtown URD district. This is the same project who has also been
awarded with a DURD Residential Incentive Grant with 121 units, including
85 studios and one-bedrooms. The project details and breakdown of costs
are attached and detailed below…
City Sewer Fund $500,000
Midtown URD: $464,000 (58% property area) paid at CoO for the
“Development”
Downtown URD: $336,000 (42% property area) paid at CoO for the
“Development”
Developer: Costs over $1.3M to be reimbursed
Engineering has provided us with two separate “Improvements Agreements”
one for TIF funds and one for the City Sewer funds and between the entities
above, that the developer would use when their money is going in.

The Downtown URD does have current funds in FY24 allocated to Utility
Improvements and Downtown Improvement Plan General Implementation.
Utility Improvements are also a top priority outlined in the 2019 Downtown
Bozeman Improvement Plan.

General Downtown Updates:
• DBP Office/Programs:
o DBP, DBA, BID, DURD FY24 Budgets have been reviewed and approval at ALL relevant
board meetings and by the City Commission. Once the Professional Services Agreements
for the DBP with the BID and DURD, I will share all FY24 budgets and works plans
through the website for viewing and referral.
o DBP Staff Annual Reviews have been completed and approved benefit/salary changes
will be effective July 1, 2023. Ellie to complete her review with the PMC on June 23.
• Upcoming Board Vacancies:
o Both the Downtown URD and BID have vacancies. Apply here:

• Downtown Sewer Project: Work will begin on E Main St between Rouse Ave and Church Ave
on Monday, June 5, and will continue as listed below:

o August 11 - August 18: N Bozeman from Main to alleyway
o August 21 – Sept. 1: N Bozeman from alleyway to Mendenhall
o August 21 - September 21: E Main from Bozeman to Rouse

o Ellie graduated from Leadership Montana 2023!
o Ellie completed volunteer commitments with Special Olympics Montana at the very
successful final Bozeman Games, they will move to Billings 2024-2026.
o Emily received her certificate for CPTED Training – Crime Prevention Through
Environmental Design. We are excited to work on what she learned into our DURD grant
programs and future projects.
Downtown/DURD Project Updates:

• Alley Project: We’re excited to announce that there’s been significant progress on the Alley
Project design. Artists have been chosen and designs finalized. The official bid is

cr=1. We hope to hire a contractor by June 23 and for design work to be completed through
summer 2023.
• Downtown REwrap Electrical Box Project – Re-wrapping after 11 years, art panel chose 11
amazing new pieces and Clean Slate will be starting coordination and install soon.
• North Black Pocket Park: Work slated to be completed through June, DURD to order and place
benches and planters in project area once complete.
• Tree Replacement Project CONTINUES: Sprout Inc. has been hired to replace 3 more trees
through summer 2023, while the City will handle the remaining 5 with intention for ALL current
stumped trees to be removed and replanted by fall 2023. It was another rough winter, with
possible 10-12 more dead trees to be removed by fall. City Forestry and DBP are developing a
replacement program for the near future.
• 5th & Main Sewer Project: See June 20 DURD agenda, discuss.
