RECOMMENDATION:Approve the May 10, 2023 Sustainability Board Meeting Minutes.
STRATEGIC PLAN:1.2 Community Engagement: Broaden and deepen engagement of the
community in city government, innovating methods for inviting input from
the community and stakeholders.
BACKGROUND:In accordance with Commission Resolution 5323 and the City of Bozeman's
Citizen Advisory Board Manual, all Boards must have minutes taken and
approved. Prepared minutes will be provided for approval by the board at
the next scheduled meeting. Staff will make any corrections identified to the
minutes before submitting them to the City Clerk's Office.

RECOMMENDATION:Receive presentation, discuss issues, and provide input as identified by the
Board.
STRATEGIC PLAN:6.3 Climate Action: Reduce community and municipal Greenhouse Gas
(GHG) emissions, increase the supply of clean and renewable energy; foster
related businesses.
BACKGROUND:The 2023 regular session of the Montana Legislature convened on January 2,
2023 and concluded on May 2, 2023. During the 68th regular session, 1,698
bills were introduced and 804 bills were passed. The City of Bozeman has a
unique perspective on many issues that come before the Legislature, such as
workforce housing, clean energy, land use regulation, public safety, and our
libraries.
To prepare for the session, the City Commission adopted the 2023
Legislative Priorities and Agenda to guide the organization in efforts to
advance or defeat legislation. The Economic Development Division led a
legislative committee to review and monitor a wide variety of bills that
would potentially impact the Bozeman community. The City of Bozeman
published the letters of testimony and associated documents on the City's
Legislative Session webpage. Numerous bills were introduced during the
legislative session that had the potential to impact environmental
sustainability within the State of Montana. Sustainability Staff coordinated
and assisted on a variety of sustainability topics during the session, while
remaining focused on clean energy issues that directly pertain to City of
Bozeman operations.
Natalie Meyer, Sustainability Program Manager, will present the board with
an overview of energy and climate legislation that advanced and failed
during the general session and a preview of what to expect during the
interim session.

STRATEGIC PLAN:6.3 Climate Action: Reduce community and municipal Greenhouse Gas
(GHG) emissions, increase the supply of clean and renewable energy; foster
related businesses.
BACKGROUND:With the adoption of the 2020 Bozeman Climate Plan , the City of Bozeman
outlined ambitious goals to reduce community greenhouse gas emissions.
Recognizing the critical importance of advancing clean electricity to achieve
carbon neutrality and support community resilience, the Climate Plan calls
for 100% net clean electricity by 2030.
During this work session, Natalie Meyer, Sustainability Program Manager will
provide an overview of clean energy procurement strategies that are used in
other parts of the country, along with a discussion of key considerations and
local applications that the City of Bozeman is actively pursuing.
One important clean energy procurement strategy is a utility green tariff
(also known as a renewable rate option or green power product). A utility
green tariff is an option for customers of regulated utilities to buy electricity
from newly developed renewable energy sources through a special rate
("tariff") on their utility bills. On February 2, 2021, the Bozeman City
Commission approved an Interlocal Agreement with other Montana
Communities to guide the development of green tariff with NorthWestern
Energy. Meyer will provide a primer on utility green tariffs, along with a
background and status update on ongoing efforts to develop an optional
green tariff to help reach our community's clean electricity goals.
