Griffin and Brian, Please see above which I believe was lost in the email
chain. I believe this response by Kevin confirms he is using water credits for
Norton Phase 5A and 5B. Let me know if you need anything else.

I have been talking to Debbie Stephenson to make sure that the calculations were correct .
Yes we are using the water credits for the pottable water and we are using well water for the open spaces
and parks..
Please let me know you got this :

Griffin - Per our previous correspondence irrigation water will be by
2 wells that are limited to 10-acre feet for the project and 35 gpm.
Kevin - will you please confirm to Griffin by responding to this email
that it is your intent to use water rights credits as opposed to cash-in-
lieu for this project

Our records indicate that there is an available credit of 70.885AF from the 41‐H30103245 Change
Authorization, attached is the tracking spreadsheet. Can you elaborate on the calculus beyond the 69AF
and/or let me know if there is a discrepancy in the tracking sheet?
For the 98 single‐family units the credit required will be 22.932AF bringing the balance to 47.953AF (70.885‐
22.932AF) however, there is still the irrigation demand to be considered. Glancing at the irrigation plan it
appears that irrigation will be supplied by the domestic system. Is the intention to use the credit for the
irrigation demand as well?
Thanks,

Griffin,

This is to confirm that Norton Ranch Properties will use existing water rights credits to
meet the water demand for Norton Ranch Phase 5A and Phase 5B. Phase 5A proposes
51 Single Family Units. Phase 5B proposes 47 Single Family Units. Based on our
calculations Norton Ranch Properties maintains approximately 69 acre-feet worth of
water rights credits.
Based on the Citys acre-feet to water credit conversion for single family use, one (1)
SFC = 0.234 acre-feet, the additional 98 WRCs result in 23 acre-feet. The owner would
like to dedicate this 23 acre-feet from his water right credit balance to this
project. Therefore, no additional CIL payments are required.
Kevin Can you please confirm that this is your intent?
Griffin - Will you please confirm the remaining water right credit balance following your
review and calculation.
