Do not click links or open attachments unless you recognize the sender and know the content is safe. City Commissioners, My name is Scott Bieluch. I live across the street from a proposed zoning change from R-4 to R-5. I am strongly opposed to this change for a number of reasons. First it will negatively impact parking in the area. There is already a current shortage of parking on N 8th Ave and W. Lamme St. If the zoning change is allowed, it will exacerbate the parking problem and create issues between neighbors. Second, the zoning change will lower property values in the area. R-5 zoning is typically associated with lower quality housing. As a result of this, property owners in the area will see their home values decline if this change is approved. Third, the zoning change will affect traffic in the area. This is because R-5 allows for businesses. These new businesses would generate more traffic and make it very difficult for the residents to get around. Fourth, the change will increase crime in the area. It is a proven fact that R-5 zoning is associated with higher crime rates than R-4 zoning. Look it up, this change will bring more crime and no additional resources to fight that crime. As a result of this change, all of the residents of the area will be less safe and twice as likely to become a victim of crime according to statistics. Fifth, the zoning change would increase noise in the neighborhood. The businesses and increased housing density will bring more noise to a residential neighborhood. This change will make it difficult for current residents to sleep or relax or enjoy their properties peacefully. Sixth, the zoning change will eliminate greenspace and reduce setbacks. This is because R-5 allows for more dense development. This will make the area less attractive and less livable. I urge you to vote against this zoning change. It will have a negative impact on the quality of life for the existing residents of the area and destroy their property values. I have read the arguments in favor of this change and I strongly disagree with and can refute every single point with truthful facts. This change will not bring any affordable housing to the area. These homes will be more expensive than the current single family homes on the lot and displace working class renters with out of state second home owners. This change is purely for private wealth gain and brings zero benefits to the public. This change will do nothing to help withaffordable housing. This change would bring no net increase in jobs. It would only bringout of state workers for temporary construction jobs and furtherreduce the neighbors property values. This change will lower the tax base in the long term. The changewould lower property values of surrounding homes, and thus reduce theoverall tax base. This change will force existing residents from their homes. Thischange would be highly unethical, immoral and illegal. The zoningboard has a duty to protect the property value of citizens, not to dofavors for developers for the sole purpose of making the developermore money at the expense of the neighbors. I urge you to vote against this proposed change. Even the size of thechange is ridiculous and completely inappropriate. Are you going tocut the whole City into little 1/2 acre zoning districts toaccommodate extra profits for each individual developer at the expenseof the neighbors? I don't like the zoning on my 1/4 acre, can Irezone my lot so I can make more money too? This change is completely inappropriate. Plenty of affordable housingcan be built with the existing zoning. The only reason this change isproposed is so two people can make more money at the expense ofeveryone else in the neighborhood. This change will have a verynegative impact on the quality of life for the existing residents. The city has a duty to protect the rights of all citizens. The cityhas no duty to make changes solely for the purpose of makingdevelopers more money. This zoning change will cause me to never beable to park in front of my home. This will cause me to be unable towork from home and put me out of business. In addition, I have not been fairly included in this process. Theplanning department did not add me to the list of adjoining propertyowners until 6/2/23. This discrimination excluded me from having thesame rights as everyone else and violated my property rights. Youmust not allow developers to trample on the property rights ofcitizens. This change must be denied on the basis that it unfairlyexcluded me from the process and violated my rights. I was excludedfrom the list based on a disability and that is not right and must notbe allowed to occur. This change will destroy a neighborhood and the people who live thereall so two slumlords can make more money. The City must not make thischange for two horrible property owners who don't live at theproperties they own. The City must protect the rights of homeownerswho live at their houses. This change would be completely unfair and illegal and will bring alawsuit against the City if it is approved for discriminating againstme and leaving me out of the process and I will be seeking damages for the loss in value to my home.
