A few follow up response below. Ivan Avenue: There is some ambiguity as to the easements that exist on Ivan Avenue. It is a privately owned and maintained street, however there are easements over it as is customary. Our engineers are doing some additional research based on public comment to determine the exact easements that are present, as they were recorded some time ago. If it I a private street with a public easement over it then yes it can be connected to. If it is a private street without a public easement than perhaps no. Parking: The applicant is requesting a shallow incentive in the form of a parking reduction to one stall per dwelling unit which is allowed per BMC 38.380.020.C.3.d. In order to be eligible for the shallow incentives, the project must be providing greater than 5 percent of the homes less than 120% AMI. This project is proposing 100 percent of the homes at 60% AMI, which is meeting the threshold to be eligible for both shallow and deep incentives. Note that while the proposal is eligible for deep incentives, the applicant is only requesting one shallow incentives. The proposal has 271 parking spaces proposed for the 216 units. Do not click links or open attachments unless you recognize the sender and know the content is safe. My name is Steve Swain. I own the townhouse at 403 Ivan Avenue in HomesteadTownhouses. I have questions and a concern as follows: Questions:The drawings seem to indicate that the project will connect to Ivan Avenue and essentiallymake it a public street. It is my understanding that Ivan Avenue is a private street for which our HOA has always been and is responsible for maintenance and snow removal. My questionis whether Ivan Avenue is indeed a private street or is it a public street? If it is a private street,can the applicant be allowed to connect to it? I would appreciate an answer or direction tosomeone who I can answer these questions. Concern:I have perused the documents regarding this proposal and, admittingly, have not read everysingle word but I haven't found where the applicant addresses the number of off-street parkingspaces provided for the occupants of these apartments. If I have missed this, could you guideme to this information. I did read that some of the parking will be used for snow storage in thewinter; further reducing the number of spaces that are provided. My concern is that the applicant is not providing adequate parking for the number of vehiclesthat this project will incur. As is common with multi-unit developments in Bozeman(including my own townhouse group) this ends up impacting the surrounding neighborhood. This is of particular concern for Homestead Townhouses if Ivan Avenue becomes a throughstreet. The impact of overflow parking from 216 units on our short street would be immense.
