Commissioners, I was just harassed while on a public right-of-way (sidewalk) by the (presumed) occupant of a camper parked outside my office. I was on the phone with a client when an individual approached me, trying to talk to me, and asking “what do you want, are you a cop?”. I understand that economic hardship is at an all time high, especially in Bozeman right now. But there seem to be multiple infractions occurring, all in plain sight. Sec. 20.02.020. - Camping on city property; permit required. Sec. 36.04.260. - Maximum parking duration designated. I have received a parking ticket for leaving a vehicle parked in front of my downtown house for more than 72 hours in a period where I walked to work and didn’t drive for days on end. Why are these campers not held to a similar standard?Sec. 38.350.040. - Dwelling unit restrictions. Does not allow for occupying unfinished structures including recreational vehicles. There are clear life, safety, and welfare concerns at play here. The Building Department holds all buildings to a high standard of Code enforcement, yet these citizens are seemingly allowed to occupy unsafe habitation. My biggest issue is with the attitude, appearance, and interaction with these individuals and their property. There is trash littered every where: all over the city street, sidewalk, and adjacent private property. The inhabitants are loud, aggressive, and in many aspects, scary. There have been multiple fights witnessed in the recent months, sometimes the fights occur or spill onto the property on which our office is situated. If this is not an issue that the Commission can address, please advise which authority can act on these matters. Thank you,
