Personal ownership of scooters provides low impact mobility. As such they are subject to
similar similar vehicle restrictions as bikes, ie not riding on sidewalks, obeying all vehicletraffic laws, subject to ticketing by police.
Rental scooters are a public liability, scattered about city like single use trash bags, becomingugly safety hazard. Rental scooters should simply be outlawed, as they have been done in
other cities through voter referendums.
