RECOMMENDATION:Approve the Downtown BID budget and work plan for FY24.
STRATEGIC PLAN:4.4 Vibrant Downtown, Districts & Centers: Promote a healthy, vibrant
Downtown, Midtown, and other commercial districts and neighborhood
centers – including higher densities and intensification of use in these key
areas.
BACKGROUND:Staff will present the FY24 budget for approval by the board. A draft budget
was reviewed by the board at the March 2023 board meeting. The
assessment amount cannot exceed $.03 per taxable dollar value.
UNRESOLVED ISSUES:None.
ALTERNATIVES:As suggested by board.
FISCAL EFFECTS:The BID assessment will be assessed to the property owners within the BID
boundary. The proposed assessment amount for FY24 is $230,000.

as others may see them.

Downtown/City/Board Updates
• SAVE THE DATE! Annual Downtown Breakfast – May 31 at 7:30am, The Baxter
• BID May Board Meeting is cancelled, we will meet in June.
• UTD Update: On May 2nd an important vote will be held to determine if the Gallatin Valley Urban
Transportation District will be created, and Streamline will continue to meet the needs of our growing
area. To make this happen, we need groups who are excited

• The Downtown BID & URD budget presentations to the City Commission will be on May 16th.
• Development Code Update: Stay updated on Engage Bozeman.
Trainings/Volunteer Work Updates
• Leadership Montana – Ellie is a part of LMT class 20223, next session is April 26-28 in Havre, graduation
is June 2, 2023.
• Special Olympics Montana – May 17-19, 2023, volunteers needed! https://www.somt.org/volunteer/games-volunteers/
• CPTED Training – Crime Prevention Through Environmental Design. Emily is attending a 5-day intensive
workshop in Billings and receiving a national certification in April.
Maintenance Program Update
Currently we have one general maintenance employee (Mike) and a part-time garage maintenance employee
(Trish). Trish is continuing with the garage contract. Flower sponsorships for summer 2023 are out! A press
release has been made to announce the purchase of the 120 new self-watering baskets.
Below are the maintenance statistics comparing the year-to-date figures from this year (FY23) to the
corresponding stats from last year (FY22).

Building Projects
• The National (104 East Main)—Development project underway, to be restored to original façade. A vinyl
wrap on the construction walkway has been installed to highlight the project and show photos of the
building’s history.
• Village Downtown 92 condos are under construction on the other lot to the South of the existing Lofts
building.
• North Central (20 North Tracy)—Mountain View & Medical Arts buildings, phased master site plan

development proposing a total of 9 new mixed-use buildings, associated parking, open space and
infrastructure. Construction underway.
