Good morning. Hope you are doing well on a snowy Monday.
We are working on finalizing our responses to the Site Plan Application comments for the Barnard Headquarters Office
Building. We have a couple of questions regarding your comment on the geothermal wells (Comment #13).
The way the question is worded we are concerned about achieving DNRC approval for these wells prior to achieving our
Building Permit. In review of the review process with Pat Thomson with Water & Environmental Engineering
(hydrogeologist) the actual formal approval process includes inspection of the installed wells. In review of the proposed
construction schedule, we do not intend to install the actual wells until spring of 2024 or later (do not want them in the
way of building construction).
For your information I have attached our well design document, which was prepared after extensive testing on-
site. Based on this data, we have fine tuned our supply demand information and are adjusting the well design for formal
preparation of the design to DNRC. Pat has a pre-application meeting scheduled with DNRC for April 4. After this pre-
application meeting Pat will submit our formal application for review and it will begin the preliminary review process.
It is important to note the proposed system is a non-consumptive design (closed loop). As such we are not dealing with
any water right issues. From the DNRC standpoint they want us to document the temperature change range between
water in and out. They also want us to provide information on any other well uses in the immediate vicinity. This will be
part of our final application the DNRC. In general, these type of systems are well received by DNRC and have been
approved in our community. The Bozeman Yellowstone Airport and Gallatin High School are two local examples.
Due to timing of DNRC review and approval, we would request you consider making DNRC approval of the geothermal
wells contingent on occupancy rather than being tied to Building Permit approval.
As mentioned above, we will have our pre-application meeting with DNRC on April 4. We will follow up shortly with our
initial application for review. Maybe that is adequate to address your comment #13??
Please review and let me know what threshold you are needing for us to receive a building permit. Right now we intend
to apply for our building permit on April 14-15. Our hope is to achieve a permit sometime first half of June.
