Dear Kent:
This letter summarizes the findings from the trip generation comparative analysis for the proposed BARNARD
headquarters building to be located on Lots 24, 25, and 26 of Nelson Meadows Subdivision in Bozeman, Montana.
Transportation impacts and system recommendations for the area around the Nelson Meadows Subdivision were
previously presented in the Traffic Impact Study: Park Place Industrial Park (Bozeman, Gallatin County, Montana)
prepared by Morrison-Maierle in June 2018.
Nelson Meadows Original Vehicle Trip Generation Projections
Nelson Meadows Subdivision (aka Park Place Industrial Park) was evaluated under the Institute of Transportation
Engineers (ITE) Land Use Code 130: Industrial Park in the original traffic impact study, having a total estimated
building gross floor area of approximately 504,000 square feet (ft2). Based on the ITE Trip Generation Manual, 10th
Edition (September 2017), the industrial park land use for Nelson Meadows Subdivision had an estimated vehicle
trip generation of 1,926 average weekday trips and AM and PM peak hour trip projections of 287 and 267 vehicles,
respectively. As described in the ITE Trip Generation Manual, “An industrial park contains several individual
industrial or related facilities. It is characterized by a mix of manufacturing, service, and warehouse facilities with a
wide variation in the proportion of each type of use from one location to another. Many industrial parks contain
highly diversified facilities. Some parks in the database have a large number of small businesses and others have
one or two dominant industries.”
Proposed BARNARD Headquarters Vehicle Trip Generation Projections
The proposed BARNARD headquarters building is proposed to be approximately 132,000 ft2 of gross floor area with
four stories including 320 offices and 494 parking spaces. The proposed building has an estimated vehicle trip
generation of 1,050 average total weekday trips plus 49 AM and 46 PM peak hour trips. The analyses were based
on the ITE Trip Generation Manual, 11th Edition published in September 2021 for Land Use Code 714: Corporate
Headquarters Building. The analyses used the building gross floor area (in thousands of square feet) as the
independent variable.

Previously Approved Site Developments within Nelson Meadows Subdivision
In addition to the proposed BARNARD headquarters site, other developments previously approved or in the City of
Bozeman’s review process include the UPS Bozeman Parcel Distribution Facility, Bronken Warehouse, Ambient Air
Solutions, Midwest Welding & Machine, and Kaufmann’s Overhead Door. The projected vehicle trip generation for
the combined developments is 722 average weekday vehicles plus 109 and 99 vehicles during the weekday, AM
and PM peak hours, respectively. Analyses of the trip generation for each of the proposed developments was
updated per the ITE Trip Generation Manual, 11th Edition and are attached to this letter for reference.
Comparative Analysis
From the attached analyses, the proposed BARNARD headquarters building in combination with the other previously
Nelson Meadows Subdivision developments has projected vehicular trips that are slightly less than what was
originally forecast for Nelson Meadows Subdivision during the average weekday, being roughly 75 vehicles less per
hour entering and exiting the development. Combined vehicular trip generation estimates for the average weekday,
AM and PM peak hours are forecast to slightly exceed those originally projected for full buildout of Nelson Meadows
Subdivision. Internal trip capture has not been accounted for in the evaluations included with the Traffic Impact
Study: Park Place Industrial Park (Bozeman, Gallatin County, Montana), nor have they been accounted for as a part
of this comparative analysis.
Preliminary Signal Warrant Analysis
It is anticipated that a primary concern for the City of Bozeman are impacts to the intersection of Nelson Road and
the Interstate 90 (I-90) Frontage Road and the potential need for installation of a traffic signal at that location.
Similarly to analyses included in the Traffic Impact Study: Park Place Industrial Park (Bozeman, Gallatin County,
Montana), a preliminary evaluation was conducted for meeting minimum traffic signal warrant criteria for
Warrant #1 – Eight-Hour Vehicular Volume and Warrant #2 – Four-Hour Vehicle Volume as delineated in the Manual
on Uniform Traffic Control Devices published by the Federal Highway Administration (June 13, 2012). This
evaluation utilized a procedure developed by the Oregon Department of Transportation for performing a preliminary
signal warrant analysis based on estimated average daily traffic volumes.
Based on the combined traffic volumes of the currently proposed developments within Nelson Meadows
Subdivision, installation of a traffic signal may be warranted at the intersection of Nelson Road and the I-90
Frontage Road. Estimated average daily traffic volumes are projected to satisfy minimum criteria for Warrant #2:
Four-Hour Vehicular Volume. The preliminary signal warrant analyses are also attached for reference.
Summary of Findings
The estimated vehicular trips during the average weekday, AM and PM peak hours from the combination of the
BARNARD headquarters building, UPS Bozeman Parcel Distribution Facility, Bronken Warehouse, Ambient Air
Solutions, Midwest Welding & Machine, and Kaufmann’s Overhead Door developments are comparable to those
originally forecast for full buildout of Nelson Meadows Subdivision. From the analyses included with this letter, it is
recommended that a traffic signal warrant study be conducted for the intersection of Nelson Road and the I-90
Frontage Road. Additional impacts to internal intersections within Nelson Meadows Subdivision nor Nelson Road
and its intersections with Prince Lane or Royal Wolf Way are not anticipated that would require any additional
mitigation or analysis with the development of the proposed BARNARD headquarters building.
