Re: Gallatin Valley Mall Access Improvement Timing
As per your request I have evaluated the phased schedule of development within the
Gallatin Valley Mall based on the City of Bozeman’s desire to provide a timeline for
recommended access improvements. I have reviewed the original TIS dated April 20,
2022; the supplemental TIS report for Phase 1 development dated 7/14/2022; and the
City Comment Response letter dated August 22, 2022.
The supplemental TIS report for Phase 1 development addressed specific impacts
associated with the Whole Foods building and the Healthcare Center. That report indicted
that there would be some impacts at the intersection of Huffine Lane and College Street,
but the impacts associated with vehicle queues on the southbound approach would not
inhibit movements within the internal roundabout intersection.
The City Comment Review letter provided clarifying information for three comments on
the TIS. Within the response document, it was recommended that the western access to
the mall be improved to eliminate left-turns onto Huffine Lane. Two improvement options
were discussed, and it was recommended that the option with a higher level of control be
implemented at that access. It was concluded that the Phase 1 development would key
the need for the improvements at the western access.
Phase 2 development includes the four retail pads north of the Huffine Lane and College
Street intersection. Construction of the four planned buildings would key the need to
implement the operational changes at the Huffine Lane and College Street intersection,
as detailed in the original TIS. I was informed that the development plan is to complete
construction of the Phase 2 buildings in late 2024. Therefore, planning and
implementation of the Phase 2 intersection improvements should be in concert with the
development schedule.
