Trinity Church Ministry Center is unique in the fact this is a multi-use, multi-phase facility, with
complex needs. Serving both large and small functions, the parking layout is critical to the
successful use of Trinity’s Ministry Center and will have long-term affects as phase two develops.
In our original submission, we calculated the parking as both a “Community Center” and an “Office”
as these spaces will truly be used independent of each other. Based on this logic, we landed at 53
required stalls. Notably, this calculation did not factor in the required 15% reduction of gross SF,
which would decrease our required parking to approximately 43 stalls.
The initial comment from the City was the “office area is considered supportive to the community
center, and should not calculated separately.” In our instance, the offices truly are independent
from the functions of the Ministry Center. Often the offices will be occupied 8am – 5pm, while the
Ministry Center may have multiple events within the same time period. The Ministry Center
occupants will fluctuate greatly throughout the day, while the offices expect to remain consistent.
As such, we feel an obligation to provide parking for the offices as well as the Ministry Center.
Also in the City’s initial response, you kindly provided a breakdown of the required parking based
on the gross square footage at 85% and the entire building calculated as “Community Center”. The
required parking spaces was 39 stalls. With a 125% increase, the maximum allowed parking was
48 stalls.
After a discussion with the City (Engineering and Planning), we agreed this facility is better suited
as a “Church” rather than “Community Center” based on its long-term use. We recalculated our
parking based on Church and landed at 67 required stalls. In BMC section 38.540.040 A.2c (non-
residential uses), we felt Trinity Church Ministry Center could be considered a “small scale
Community Commercial Mixed Use” facility. Based on table 38.540.050-4, offices are allowed a

20% reduction in required parking. Upon re-submittal, our parking was calculated as a “Church”
with a 20% reduction request which provided 53 parking stalls.
Understandably, there is not a specific code section allowing our unique condition, however we
hoped the City would recognize the specific conditions of this facility. It seems if we calculated our
parking as a “Community Center”, the City would allow as few as 39 stalls or if we calculated our
parking as a “Church”, the city would allow as many as 67 stalls. Our intention is to land between
39 and 67 stalls to best serve the needs of this facility while also keeping in mind future expansion.
In an effort to align with the BMC parking guidelines, we’ve modified our parking calculations based
on the use of each space. Since the Ministry Center and adjacent spaces will be truly be used
independent of the Offices, we’ve calculated these spaces separately.
As shown on A00.1, the Ministry Center is an Assembly (A-3) occupancy with maximum occupant
load of 310 people. This maximum occupant load does not factor in the required circulation (44”,
occupancy over 50). Based on the seating layout shown, the MAX seating in the Ministry Center is
228 people.
The two adjacent spaces (Youth Center and Group Gathering) are also A-3 occupancy due to their
proximity to the Ministry Center, however these will be used as small gathering spaces, more
typical of a classroom. I’ve calculated the occupancy based on a classroom (1:20 net). The max.
occupant load is 30 (Youth Center) and 19 (Group Gathering).
Adding the three assembly spaces (Ministry Center, Youth Center and Group Gathering), our total
occupancy load is 277 people. Based on the required parking for a “Church”, 277 occupants
divided by 6 people per stall, we land at 46 stalls required.
For the Office section of the facility, we’ve outlined the floor area of the office space. This does not
include circulation or restroom square footage, as these spaces would NOT be utilized
simultaneously as the offices. The total square footage of the hatched office area (see A00.1) is
1,882 SF. Based on BMC 38.540.050-3, offices are calculated as 1 stall per 250 SF of floor area,
we land at 7.528 (7) stalls required.
The total parking required is 46 stalls (Church) and 7 stalls (Office) for a total of 53 stalls. This
parking calculation aligns with the current parking configuration, which suits the current needs of
Trinity Church as well as the future needs for Phase 2.
We understand our facility does not fall under one category/use type and is unique in its many
functions. We sincerely feel 53 stalls adequately supports the functions while maintaining the
current configuration and aligning with the code requirements.
