Flood Risks A. i. that requires a certifiedstatement that the mitigation plan is adequate to not increase risk to other properties. The FHE Section 5. Mitigation for Canyon Gate evaluates an additional alternative mitigation of plugging the culvert under Boylan Road to prevent flood waters from flowing into theopen space designed and approved for that purpose. This "mitigation" method would subvert the engineered design for 100-year flood overflow that was approved for Legends II by theCity Engineering Department. Plugging the Boylan Road culvert would most certainly increase the existing risk to other downstream properties, as well as to Boylan Road, adjacent sidewalks and park land.. As adownstream property owner of 1000 feet of Bridger Creek, I find it absurd that plugging the culvert could possibly have even been considered as a mitigation alternative.
