Dear Honorable Mayor and City Commissioners, You will be hearing for the second time about a proposal to change a key parcel currently in the NEHMU district to B2-M. In order to engage more individuals who live and work in this small historic mixed usedistrict, I went door to door to explain the issues about this ZMA application this weekend. I find that connecting with people directly is preferable to using digital communication. Of theindividuals I found at home, I had 100% favorable response to supporting the denial of this zone change application. Please see the scan of the petition attached. Interestingly, one person who works for Echo Arts, currently located in the recently changedzoning for the block bound by Wallace, Tamarack, Ida, Aspen, told me Echo Arts is being forced to move because the zone change from M-1 to B-2M precipitated a steep increase inmonthly rent. This is very sad news. The gallery and art consultant business fit so well in the historic bottling plant. Luckily they can stay in the neighborhood, increasingly known asBozeman's Arts District, because they are able to afford one of the new ground floor commercial spaces currently being built by the very same developer as Cloverleaf, OutlawPartners, at the corner of Wallace and Peach. Outlaw has argued previously that ground floor commercial is not viable, but this argument falls flat. Expensive ground floor commercial isnot viable, but reasonable ground floor commercial is much needed. Let's keep this district reasonable and attractive to small business through UDC updates that broaden the residentialuse and encourage the commercial uses so badly needed for small business to thrive. We can craft the city we want to live in. Your denial of this application will allow us as residents to craft viable updates to the NEHMU that will expand its residential uses whilepreserving its history and character. If you do this, we can look forward to working with Outlaw on a design for a superior mixed use development on the Bronken parcel through the zone mechanism of the AffordableHousing PDZ while the NEHMU updates proceed.
