I am writing to express my support for the City Commission’s original zone change denial for
the Cloverleaf Application to rezone the property to B-2. I believe that this should stay ascurrently zoned: NEHMU. I encourage you to keep the NEHMU zoning for three reasons:
1) Spirit: NEHMU recognizes a unique, and un-replicable, neighborhood of Bozeman. “The
unique qualities and nature of the area are not found elsewhere in the city and should bepreserved as a place offering additional opportunities for creative integration of land uses.”
The very intent of NEHMU is to recognize and allow for intentional and thoughtfuldevelopment in an an area of the City that is, by its very nature, unique and special. A decision
to rezone is clearly contrarian to the intent of NEHMU in the first place, placing expediency,ROI, and commodification over thoughtfulness, community, and context. 2) Precedent: Rezoning the parcel from NEHMU to B2 at the request of the developers, andagainst the wishes of the neighborhood and community, sets a clear precedent for the sanctity
of historic zoning across Bozeman. 3) Reality: The parcel is not well suited to accommodate for a large B2 development. Surface
streets are small and parking is limited. Without significant transportation and parkinginfrastructure investment, a B2 development will have significant spillover across the street
and to the detriment of residents and customers alike.
I encourage you to stay true to the intent of NEHMU and reject the rezoning application,thereby encouraging the development to proceed as it should: within framework of the North
East Historic Mixed Use zoning.
