March 19, 2023 To: Mayor Andrus, Deputy Mayor Cunningham, & Commissioners Pomeroy, Madgic & Coburn From: Kathy Powell, 1215 s 3rd Ave, Bozeman RE: Proposed Shady Glen (formerly Bridger Meadows) P-PUD and Preliminary Plat Application As the City Commission takes another look at Developer Tom Murphy’s proposed development, now being called Shady Glen, the same concerns still exist. As the City Commission you know wetlands are important to filter and protect waterways, reduce flooding and as a wildlife corridor. <!--[if !supportLists]-->1. <!--[endif]--> This property is largely a wetland. Wetlands absorb the overflow from an actual watercourse. Reducing a required setback of 50 ft (to 35 ft) is reckless, not responsible, and does not comply with the Bozeman Community Plan or the Bozeman Climate Plan of 2020. DO NOT allow a reduction in the watercourse setback! You as City Commissioners know that public safety is one of the prime tenants of city government. <!--[if !supportLists]-->2. <!--[endif]-->Access to this proposed development is thru a locked gate into a cul-de-sac or thru a private drive (Birdie). That is safe? Definite public safety issues here – same concerns the Commission had the first go around. DO NOT approve the P-PUD or Preliminary Plat for Shady Glen with sketchy access. Affordable housing is an important concern of the City Commission <!--[if !supportLists]-->3. <!--[endif]-->However, dangling the 2 lot townhouse affordable housing offer in front of the Commission to “sweeten “ the Shady Glenn proposal should not encourage the Commission to approve this project at the expense of protecting wetlands and public safety. The City Commission has shown they value wetlands and are required to provide public safety. DO NOT Approve the Shady Glen P-PUD and Preliminary Plat just to get 2 affordable townhouses at the expense of wetland protection and public safety. For these reasons I strongly encourage the City Commission to deny the proposed Shady Glen P-PUD and the Preliminary Plat Application
