HomeMy WebLinkAboutAttachment 1-B Performance Points and JustificationsPRELIMINARY PUD: Ferguson Farm II PUD Performance Points - Pg. 1 July 2022 PUD Performance Points In order to justify the application of the Planned Unit Development (PUD) concept, all PUDs are required to earn at least twenty (20) performance points as specified in the UDC. These points may be earned in a variety of ways, each proposed to allow for innovation in land development in furtherance of the PUD purpose and intent. The section below details how the Preliminary PUD application shows conformance with the UDC requirements for PUD Performance Points, as well as the justification for this allotment. Open Space Code Requirements: One point for each percent of the project area that is provided as non-public open space; or 1¼ points for each percent of the project area that is provided as publicly accessible open space. Project Information: Ferguson Farm II contains fourteen (14) open space lots. The fourteen qualifying open space areas account for approximately 4.69 acres (204,432 square feet) of open space (See Appendix A.4 Sheet 2 - Land Use Ratios for correlation with the table below). A portion of this open space area (.62 acres or 27,031 square feet) is provided to meet the commercial open space standards for the entirety of the site, while 4.07 acres (177,400 square feet) is provided and has been applied towards the calculation for required PUD performance points. The open space areas will support trails, plazas, an event area, the skybridge, covered bicycle parking, a food truck court, dog walk areas, and picnic areas (see the Landscape plans L10 - L13 for additional design details for each of these open space areas). The open space applied to the PUD points does not include the pathways between buildings. All open space areas, with the exception of the skybridge itself (which has not been counted toward the meeting the required performance point minimums) will be constructed with infrastructure. The skybridge will be built as the adjacent buildings are constructed. The total area of qualifying onsite open space is 204,432 square feet. Deducting the required commercial open space area leaves 177,400 square feet of open space available to account for PUD performance points. Of this total, 140,669 square feet is proposed to have public access, while 36,731 is non-public (Open Space Lots 4, 6, and 7). The total site area is 1,351,559 square feet. Public open space counting toward the required PUD open space is 10.41% of total site area, which equates to 13.01 performance points. Non -public open space area accounts for 2.72% of total site area. Therefore, 15.73 rounded to 15 performance points are accrued for the provision of onsite open space as described in this section. Detail on use and amenities for all open space areas is included in the table below. The location of each open space area was planned to integrate seamlessly into the development and to encourage greater use of the onsite outdoor spaces. Throughout the site additional a variety of open spaces have been planned offering wide range of users options to utilize these amenitized spaces. The perimeter areas area is also ideal for multimodal transit to and through this site. Taken as a whole, the proposed open space more than meets the needs of employees and visitors to this site. The primary focal point of the PUD is the open space, trail corridor, and skybridge proposed along the Maynard Border Ditch (See Appendix A.8 & Appendix I). The skybridge area will include a tiered system, with a 12-foot-wide trail on the ground and a 10- to 12-foot wide skybridge above. This tiered system will allow pedestrians safe dry passage north and south during winter snow or rainy weather when walking below the skybridge. The skybridge will be accessed via stairs in Open Space Lots 4, 5, and 6, with an elevator in Open Space Lot 5. At 18 feet tall from the ground to the bottom of the decking, the trail will extend over Field Street, Valley Commons, and the alleys. Once on top of the bridge, pedestrians will have a view of the surrounding area and mountains. The lots abutting the skyline bridge trail corridor can offer patio seating adjacent to the surface trail. A half-acre open space lot is planned at the intersection of the skyline bridge trail corridor and Valley Commons Drive. This park like setting will be the perfect venue for events on the lawn in the summer and ice skating in the winter. Another unique open space amenity will be the picnic area planned near the geographic center of the subdivision. Open Space Lot 2 lies at the intersection of Brookfield Avenue and Valley Commons Drive, and is to be developed as a food truck court with space for picnic tables. A paved surface is provided with adjacent roll top curb to allow for easy access of food trucks to this open space area. H. Wayfinding Code Requirements: Four points for integrated and coordinated way-finding measures beyond minimum requirements within the overall project . Project Information: Wayfinding has been proposed throughout the site designed in a similar fashion as that in Downtown Bozeman (se e Appendix D - Wayfinding Exhibit). Wayfinding kiosks and light post banners will be used to guide visitors and employees of the site to the variety of site amenities, including all onsite open space areas. The precise design and layout of the proposed wayfinding signs will be confirmed with Final PUD. PRELIMINARY PUD: Ferguson Farm II PUD Performance Points - Pg. 5 July 2022 Freestanding wayfinding kiosks or signs will be placed as the UDC requires, with one sign placed per two blocks. The kiosks will be no larger than 30 square feet in area per face and will not exceed seven feet in height. Wayfinding signs that are affixed to a light post within the right-of-way are not to exceed four square feet in area and will be limited to one sign per block face. All signs that are to be located within the right-of- way will comply with the construction standards of the Manual for Uniform Traffic Control Devices. J. Bus Stop Code Requirements: One point for Public transportation bus station or enhanced covered bus stop. Project Information: The project site is currently served by the Purple Line, with existing PRELIMINARY PUD: Ferguson Farm II PUD Performance Points - Pg. 6 July 2022 stops located on the northeast and southeast corners of the intersection of Fallon Street and Resort Drive. The development of an onsite covered transit stop supposes a logical future extension of Purple Line through this site. The project team is proposing to provide an enhanced bus shelter at an existing Streamline Stop (stop 17) just east of the intersection Resort and Fallon Street along the south side of the street. The bus shelter is proposed to be located in the landscape Bouvard greens median in-between the street and sidewalk, Please see the proposed design of the bus shelter below. K. Streetscape Improvements Code Requirements: Up to six points for providing streetscape design features that exceed the minimum street standards including street furniture, pedestrian lighting, low -impact development techniques, on-street parking standards, crosswalks, landscape and planting, way-finding, public art or other design elements. Such elements must be installed as part of the street infrastructure. Project Information: The project team is proposing to create an enhanced streetscape that includes street furniture, the possibility of solar-powered pedestrian lighting, additional bike racks, enhanced cross-walks, and wayfinding, all to be installed as part of the street infrastructure (see Civil Sheets and Civil Plan Block Exhibits for additional details). The typical layout of these features includes a bench placed next to a bollard adjacent to a bike parking stall that can hold two bikes. This layout continues on all public ROWs throughout the site, with these features being installed every 50 feet. Enhanced cross-walks with differentiated crosswalk materials are also proposed throughout the site. Moreover the site has included several landscaped round-abouts that further enhance the streetscape. Street lighting is proposed that will have electric outlets to allow for the placement of holiday lights or other seasonal displays that seasonal variation to the neighborhood streetscape. Overall, these proposed improvements provide an enhanced pedestrian and site streetscape that support the overall design of this project.
