March 6, 2023 Bozeman Community Development Board and City Commission: I am writing to request that the Bozeman Community Development Board and CityCommission deny Shady Glen PUD Application No. 22294. I am making this request for the following reasons: As you know, wetlands and their associated riparian zones are important for maintaining healthy fish and wildlife, for maintaining high water quality, for flood control, and for the sequestration of carbon, which in turn helps combat the deleterious effects of climate change. As such, any relaxation of the wetland buffer zone (a full 50 ft) and the associated riparian zone will be ecologically detrimental to existing, onsite native Montana plants and animals. Thus, Application No. 22294 does not comply with the following three goals ofBozeman’s Community Plan 2020, Theme 4, which is “a city influenced by our natural environment, parks, and open space.”: Goal EPO-1.5: Work with partner organizations to identify and reduce impacts on at-risk, environmentally sensitive areas that contribute to water quality, wildlife corridors, or wildlife habitat, specifically wildlife habitat as we continue outward growth. Goal EPO-2.3: Identify, prioritize, and preserve key wildlife habitat and corridors. Goal EPO-4.6: Develop a plan to mitigate conflicts between humans and wildlife through the use of proactive, non-lethal measures. Moreover, Application 22294 does not comply with the following action item of Bozeman’s Climate Plan 2020: Action Item 6.P.1: Protect Local Wetlands for Flood Resilience and Water Quality. In conclusion, the Shady Glen PUD Application No. 22294 should be denied until it can guarantee that it will not adversely affect existing, onsite native Montana plantsand animals and until it comes into full compliance with Bozeman's Community Plan 2020 and Climate Plan 2020.
