Rural Development Build America, Buy America Implementation Waiver Expired Feb. 3, 2023
WASHINGTON, March 1, 2023 – USDA Rural Development (RD) today published a Build America, BuyAmerica (BABAA) Customer Guide to help organizations receiving RD financial assistance comply withBABAA and its requirements for their projects. The guide will help people determine if their project is
subject to BABAA and explain how to document compliance.
RD’s implementation waiver for BABAA expired Feb. 3, 2023. All non-Federal organizations receiving RDfinancial assistance for infrastructure projects are now required to exclusively use iron, steel,manufactured products and construction materials manufactured in the United States. The BuildAmerica, Buy America Act was enacted on Nov. 15, 2021, as part of the Infrastructure Investment and
Jobs Act.

USDA-RD BABAA Inquiries for assistance. USDA also will publish a Spanish language version of the BABAACustomer Guide.
