CONCURRENT CONSTRUCTION REQUEST Submitted

The applicant requests site plan concurrent construction for the above referenced project as described in the Site Plan Checklist. The developer is proposing to construct the on-site infrastructure as depicted on the
attached construction phasing plans. It is the intent of the applicant to construct and occupy the residential
buildings on the site during the construction of other buildings within the site plan. Furthermore, the applicant proposes to obtain all building permits for the project at one time.
Water mains, sanitary sewer mains and City streets will be installed adjacent to the site will be installed as part of the 19th and Graf Phase I development prior to commencement of the 19th and Graf Phase II project. Some
additional infrastructure will be installed as part of the 19th and Graf Phase II Apartment project. This infrastructure will meet the following requirements:
(1) All on-site extensions of water mains, sewer mains and streets will be dedicated to the public and will be located entirely within publicly held easements; will serve only a single lot; are the subject of an
irrevocable offer of dedication to the City upon completion of the project; the development is under the control of a single developer who will retain control of the entire project until final completion;
and all work will be under the supervision of a single general contractor;
(2) The construction sequencing and phasing will provide adequate fire protection during building
construction (via hydrant location and multiple points of access); therefore, the developer is proposing
simultaneous construction of the infrastructure to be dedicated to the public, other private construction as defined and sequenced on the project phasing plans;
(3) The developer understands that approval of the final engineering design, including location and grade, for the infrastructure project must be obtained from the engineering department, and the state
department of environmental quality, when applicable, prior to issuance of any building permit for the development; and
The construction of the development will be phased on a per building basis according to the following
phasing plan. Plan sheets in Appendix A depict proposed phasing of the individual buildings within the
development including the phasing of the public infrastructure. Subsequent construction management plans are included after each building is given a certificate of occupancy.
Schedule and Construction Management Plan
The project consists of 10 residential buildings (containing 260 total units) and a clubhouse building.
Improvements include all Buildings 10-21 on either side of 21st Avenue, north of Graf Street and south of 19th and Graf Apartment Homes Phase 1. The project is anticipated to commence in early 2023 and
to be completed in mid-2024. Certificate of Occupancies are anticipated to commence in the mid-2023.
The site will be staged within the project site and construction fencing on property owned by the
developer. It is anticipated this location will be utilized for the construction trailer, site parking, and material storage during construction. Construction access will be executed as shown in exhibit A
according to quadrant to provide adequate and safe separation from resident traffic throughout the
project.
Construction access for phases 1-6 will be at the east entrance off of 21st Avenue once tenant access
becomes available. As shown on the Phasing plans, any tenant access would be fenced from construction
access to this location. In addition, any damage to 21st Avenue or Graf Street surface improvements
would be repaired prior to the completion of Phase 10.
Construction access for phases 7-10 will be at the west entrance off of 21st Avenue once tenant access
becomes available. As shown on the Phasing plans, any tenant access would be fenced from construction
access to this location. In addition, any damage to 21st Avenue or Graf Street surface improvements would be repaired prior to the completion of Phase 10.
Emergency Services
Access to the site via Graf Street and 21st Avenue will be available before construction begins on this
project.
Within the site, gravel access roads a minimum of 20-ft wide will be maintained to provide access adjacent to the buildings.
Existing fire hydrants are located off of Graf Street and 21st Avenue. Based on required distances from hydrants to the site, these fire hydrants, along with appropriate access roads, will provide fire protection
at the outset of this project. Furthermore, after the construction of Phase 1 utility and surface
improvements, two other additional hydrants will be installed within the site.
Phasing Notes
Phase 1 Phase 1 will install all water and sanitary sewer mains required for phases 1-6 and include the clubhouse building. It is anticipated the pool will be turned at some point during the phasing, but not necessarily
with Phase 1. The pool will remain closed until approval is received from the City to open it, but it is
not necessarily anticipated to be tied to a specific phase. No certificate of occupancies for Building 1-6 will be issued until the above referenced improvements are complete.
Phases 2 through 6 Phases 2- 6 involve the construction of the individual apartment buildings and adjacent amenities as
shown on the phasing plans. The developer understands that no certificate of occupancies may be issued for Phases 2 through 6 until all Phase 1 improvements are installed and accepted or approved
as applicable by the City.
Phase 7
Phase 7 will install all water and sanitary sewer mains required for phases 7-11. No certificate of
occupancies for phases 7-12 will be issued until the above referenced improvements are complete.
Phases 8-11 Phases 8-11 involve the construction of the individual apartment buildings and adjacent amenities as shown on the phasing plans. The developer understands that no certificate of occupancies may be
issued for Phases 8 through 11 until all Phase 7 improvements are installed and accepted or approved as applicable by the City.
