Boards (including but not limited to the Sustainability, ComDevBoard, etc. plus to the City Manager,
Planning Director, and Key Staff

I hope you will review below my summarized 3 + 6 Specific and General points to
+improve inputs,
+take more ideas earlier from wider array of folks,
+respect, acknowledge, value and use the experience as (individuals and/or collectively) Stakeholders
and Advisory Board members
for the benefit of all and everyone... to help improve drafts, projects, and outcomes.
[In addition, I 1st emailed THU 1/12/2023, then reiterated in writing MON 1/23/2023, & made as brief as
possible--read TUE 1/24/2023.]
Near the bottom is a bit about me to help you understand the depth of involvement and experience I have
had over many years/decades.

Hello, I'm Mary Wictor
Owner ~ 1504 Boylan Rd
[ Consider, for example, regarding: On UDC Changes + other Work Plan items or projects ~ 3
SPECIFICS & 6 GENERAL points ]
I emailed Jan 12th & summarized by noon Jan 23rd Issues (not with people), but with "the PROCESS"
being used, & offer-up some ways make things "work better."
I ASK for real changes in PROCESS about what the City does, allows, and encourages with regard to
Boards & Stakeholder/workgroups.
First, three (3) SPECIFIC POINTS
1st) Put in a 5-15min Agenda item per every Board mtg on UDC/other areas so Board members can
publicly discuss & staff/liaisons hear inputs
2nd) Allow time and $, plus encourage Advisory Boards to sponsor/hold small event(s) with in-the-
know/experienced resources... this can help everyone learn/understand better, answer questions, +
provide new ideas/paths forward
3rd) Allow subgroups of 1-2-3 people < quorum, as may be interested, to engage on various
points/topics, then bring their findings back to their Board publicly
-I am Highly concerned... the City has NOT reached "enough" nor the "right types" of Stakeholders yet.-Advisory Boards are inherent in the process, yet I feel (& hear) these Boards are NOT adequately
included in the process, nor early enough in reviews.-The 5 Super Boards & handful of original boards are Experienced, have in-depth knowledge, diverse--and truly interested!
Here's six (6) GENERAL POINTS
1) Use feedback CYCLES with Early inputs, incorporate, review, use feedback loops -- need involve moreStakeholders & all Advisory Boards! [i.e., Early & Often]
2) STAKEHOLDERs -- should include frequent & infrequent applicants/owners, developers, architects,engineers, designers/planners, etc.
These are your BEST RESOURCES they really use/know regulations--what works or not, the clarity, the
uses/results--get their inputs, issues, ideas!
They are and will be most impacted by code/regulations for what can be designed, built, and used in theCity & in Bozeman as a Community
3) People with "lived experience" who've been IMPACTED. Residents / professionals ACTIVATED byimpacts near where they live/work.
They Know & Feel the implementation of Policy and Goals (including Zoning/Uses) -- they "care" in theareas they reside & across Bozeman.
4) Follow laws/rules to reduce disputes, conflicts, or challenges--to not to take away time, energy, or $
away from Bozeman for present opportunities.
5) Use Statistically Valid surveys that ARE representative from a small number of random/selected
responses -- then put those and other surveys ONLINE too, and also do outreach to meet people where
they are... with greater diversity of places and events.
#6) Hold OPEN public interviews before Board Appointments; Remove the two-term limit to preserve
institutional knowledge, ensure effective functioning, plus use overlapping terms to benefit from
experience through transitions and to promote moving forward!
UTILIZE more key Stakeholders, & all Advisory Boards as their members have the energy, & dedicate
their time as volunteers; they are knowledgeable + professionals in their fields.
-->Make PROCESS changes NOW... create less impacts -- build a better Bozeman for the next 5 yearsand for decades beyond.
**********I personally have decades of professional, non-profit/volunteer, corporate, and civic involvement. I askthat you at this time to do the thinking, and take the effort, to make changes so that the overall processand results for all are improved through more use of Advisory Boards & Stakeholders, inputs "Early &Often", & use review-loops / do in Cycles, and thus achieve better drafts with overall improved processand product as a results in 2023.
